  • Work independently as a core project lead, carrying a personal content portfolio on a range of priorities that span the Corporation
  • Achieve results based on the direction and the objectives critical to the Corporation's success
  • Maintain Data Science capacity within the Corporation as the sole functional area responsible for this significant scope of work
  • Solve ambiguous and complex data problems, extract business value and share actionable insight with management
  • Act as internal technical consultant to business areas across the Corporation providing highvalue consultation
  • Liaise with all levels of the organization and external experts
  • Present complex ideas at a strategic level to Deputy City Managers and/or branch managers, working closely with directors and/or program managers, and communicating details of projects (dealing with change management) to front line workers
  • Collaborate and engage on largescale Corporate projects
  • Promote data science with business areas across the Corporation and externally
  • Provide leadership in evidence based decisionmaking and action
  • Work closely with the Corporate Data and Analytics Ethicist and the Corporate Access and Privacy Office
  • Lead specialized multidisciplinary project teams in the conception, development, implementation and sustainment of Data Science solutions
  • Supervise Corporatewide project contributors as the responsible and accountable project lead
  • Additional related duties as required

Qualifications:


  • Graduate degree in applied statistics, mathematics, engineering, computer science, operations research or related field
  • Minimum of seven (7) years experience in advanced analytics, data mining, data visualization, and optimization
  • Expertise in multivariate regression/classification, time series models, cluster analysis, anomaly detection, optimization, neural network models and both supervised and unsupervised machine learning techniques
  • Experience working with big data platforms, relational databases, and scripting languages (e.g. R, Python)
  • Expert with data analysis and visualization using tools like FME, Knime, Weka, R, Tableau, Octave
  • Strong programming skills with experience in software development in a collaborative environment
  • Experience with version control /Git
  • Intrinsically motivated, intellectually curious, and possessing a strong bias to action
  • Strong critical thinking, consensusbuilding, and influencing skills
  • Self
- directed and able to proactively manage complex projects unsupervised

  • Project management experience and skills
  • Proven ability to lead continuous improvement through assessment, design and implementation at an organization, department and operational level
  • Strong communication skills and diversified audiences, with proven results (informing and listening effectively)
