Working within a dynamic team, this position will provide leadership for the Ministry of Education's Financial Services and Transfer Payments Oversight unit.


The Financial Services and Transfer Payments Oversight unit provides expert advice on OPS (Ontario Public Service) transfer payment guidelines and best practices as well as support with financial reporting and accrual accounting to multiple Ministry of Education program areas.

As Team Lead, you will provide expert advice and guidance to a team of financial staff.

Note:

This position is located at 315 Front Street in Toronto, however, alternate work arrangements including flexible hours, telework (remote work) may be considered.

What can I expect to do in this role?: You will:

  • lead financial controllership, business planning, strategic planning, and business solutions development
- lead the development/implementation of division business and operational plans
- plan and manage the division's Strategic Planning Process (SPP) and expenditure exercises
- direct and lead key financial and business projects and initiatives
- provide advice and recommendations to the ADM, division directors and senior management on issues
- manage the division's budgeting, forecasting, and reporting processes
- liaise with other branches, central agencies, and key stakeholders


How do I qualify?:


Financial management, analysis and reporting knowledge:

  • You have extensive knowledge of modern controllership principles and best practices, risk assessment and management strategies, Generally Accepted Accounting Principles (GAAP), and transfer payment agreement best practices.
  • You have the ability to gain an understanding of the government decision making processes and the fiscal planning cycle.
  • You have experience with financial planning and with financial reporting requirements and practices.
  • You understand financial reporting and tracking systems and their use in ongoing financial controllership, inyear and multiyear forecasting, and financial analyses.
  • You have analytical skills and can evaluate directions, trends, standards and policies, using multiple sources of information to develop sound options and recommendations.

Project management, change management and team leadership skills:

  • You have project planning and management experience to implement major business support initiatives.
  • You can provide leadership and direction to team members (e.g. assign and review work, provide training and coaching on accrual accounting and transfer payment best practices).
  • You have experience using business process and change management techniques to lead crossdivisional teams and related systems, structures and processes throughout the division.

Consultation and communication skills:


  • You have consultation and negotiation skills to develop solutions with stakeholders who often have opposing needs and positions, and to provide advice and recommendations on complex financial management issues.
  • You have strong communication skills, both oral and written, to provide advice and guidance to management and stakeholders, and to prepare proposals, reports and recommendations.
  • You can present information clearly and persuasively.
