Position Summary:


Reporting to the Payroll Manager, the Payroll Administrator is responsible for ensuring accurate and timely processing of payroll activities while maintaining compliance with regulatory agencies.

They validate payroll data, oversee interfaces, and uphold employee records and confidentiality. Additionally, they manage pay distribution, deductions, garnishments, manual calculations, and payroll input using the College's ERP systems.

They also create and maintain reports for both internal and external use and offer guidance and timely responses to payroll inquiries from college employees, government agencies, and public institutions.


Responsibilities:


Payroll Processing

  • Collect, review, and process payroll information on varying schedules.
  • Ensure compliance with service standards and business policies.
  • Input and validate payroll processing file changes.
  • Maintain data integrity and accuracy, reconciling information across systems.
  • Modify entries, as necessary.
  • Process both salaried and hourly payrolls.
  • Verify employee pay statements.
  • Perform complex manual calculations.
  • Reconcile register totals and investigate discrepancies.
  • Submit accurate reports to ROE, Garnishment, and other requirements.
  • Timely forwarding of cheques (Union, Garnishments, FRO).
  • Create journal entries to record and fund payroll transactions.
  • Complete cheque requisitions for replacements.
  • Set up and process special offcycle payroll runs.
  • Maintain pending files for future payroll adjustments.

Regular Operations

  • Perform detailed postpayroll reviews and resolve discrepancies.
  • Process monthly thirdparty demands and union dues while ensuring compliance.
  • Conduct quarterly audits, verify accuracy, and uphold compliance.
  • Oversee annual payroll reporting and T4/T4A preparation.
  • Ensure alignment with reporting requirements yearround.
  • Manage payroll processing, including data calculation and uploads.
  • Review queries for accuracy and compliance.
  • Validate deductions for accuracy and compliance.
  • Import files from various sources for processing.

Other Duties as Assigned

  • Other duties as assigned/required.
  • Contribute to system upgrades and testing.
  • Maintain Standard Operating Procedures and assist with routine payroll tasks, including backup support during staff absence.

Qualifications:


Education

  • A minimum of one (1) year Certification in office administration, business, accounting, or a related field of study.
  • A completed Payroll Compliance Practitioner Certificate (PCP) is required.

Experience

  • A minimum of three (3) years of experience processing full cycle payroll within a unionized or nonunion organization with multiple divisions/departments, using a computerized payroll software system.
  • Proficient in Microsoft Excel.
  • Knowledge of government regulations as they pertain to processing payroll in Canada.

Skills

  • Strong time management skills with the ability to meet deadlines under pressure.
  • Exceptional verbal and written communication skills, with experience writing business requirements and communicating with various stakeholders.
