    TITLE: COMMUNITY FOREST GENERAL MANAGER SALARY: COMMENSURATE WITH EXPERIENCE AND QUALIFICATIONS CLIENT: THREE RIVERS COMMUNITY FOREST LTD TERM: PART TIME TO FULL TIME POSITION SUMMARY: Under the direction of the Three Rivers Community Forest (TRCF) Board of Directors, and the written goals and objectives of the TRCF, the General Manager will act on behalf of the TRCF to provide forest operations management services as outlined in the following: PURPOSE: This General Manager is accountable for ensuring the proper management and financial success of the business and forestry operations of the TRCF related to the Community Forest Agreement. BACKGROUND: The TRCF is an upcoming community forest, jointly held by Lhtako Dene Nation, Nazko First Nation, ?Esdilagh First Nation, Lhoosk'uz First Nation and the City of Quesnel. The TRCF covers a diverse area of 38,223ha centered around the City of Quesnel, and has an AAC of 42,850 m3 of green coniferous volume and 27,000 m3 of deciduous volume. The TRCF seeks to enable ecosystem resiliency and community protection through innovative land practices, to foster well-being and collaboration between the partner communities, and to contribute positively to the broader community through meaningful training and employment opportunities. To these ends, the TRCF is looking for an experienced and self-motivated forest professional with the demonstrated ability to manage all aspects of a forest industry business with minimal supervision. PRIMARY RESPONSIBILITIES: The primary responsibilities of the General Manager may include but are not limited to:
    • Working with communities in open and inclusive ways to incorporate the needs of the community in forest plans and operations.
    • Serving as the link between the daily operations of the TRCF and the Board and attending meetings of the Board and committees as required.
    • Ensuring a high level of forest stewardship of the TRCF by meeting the requirements of the Forest Act, Forest and Range Practices Act and pursuant regulations.
    • Ensuring that operations comply with TRCF management objectives and strategies, public consultation requirements, and timber supply objectives.
    • Ensuring compliance with established standards for road construction, timber harvesting and hauling, and silviculture carried out by independent contractors.
    • Conducting activities in accordance to WorkSafe C. requirements.
    • Managing operations, supervising contractors, and efficiently coordinating the day-to-day operations and activities of the organization.
    • Preparing and managing annual work plans, business plans.
    • Securing of all required plans and permits; including a Forest Stewardship Plan or Forest Landscape Plan, and as required for road construction, harvesting, silviculture activities, etc.
    • Negotiating and preparing contracts for Board approval for all contracted services such as forest management consultants, road construction, forest harvesting, silviculture, administrative services,
    • Ensuring availability of a sustainable supply of fibre is available and that sufficient Standing Timber Inventory (STI) is available to maximize revenue opportunities.
    • Conducting and maintaining inventories of the forest
    • Undertaking regular surveillance activities to monitor forest pests and
    • Establishing and managing harvest and silviculture data management systems, mapping
    • Engaging with First Nations, communities, and stakeholders to develop local support for the TRCF and to identify opportunities to bring value and opportunities to communities and the TRCF land base.
    • Building effective relations with the community and partners in TRCF business transactions; including contractors, employees, local governments and staff, provincial ministries and agencies.
    • Building and maintaining effective relationships with government representatives and identifying opportunities to work with governments to enhance TRCF operations.
    • Identifying opportunities to upgrade and improve business processes and to integrate innovative forest practices.
    • Supervising forestry team members and field crews to ensure high-quality work
    • Investing in continuous professional development by updating credentials, acquiring new skills, and staying abreast of new developments in forestry.
    QUALIFICATIONS AND EXPERIENCE PREFERRED:
    • Registered as an RPF with Forest Professionals British Columbia (FPBC)
    • Minimum of 5 years working in BC forest
    • Extensive experience in working with Indigenous communities and proficient with a culturally-based approach to forest management and conservation.
    • Well rounded experience including budget management, timber development and planning, contractor negotiations and supervision, timber sales and silviculture.
    • Strong written and verbal communication
    • High level of relevant computer skills including familiarity with GIS and its application in forest management, the Microsoft Office suite, and provincial government applications such as RESULTS, FTA and the Electronic Submission Framework.
    • In good physical condition with a valid BC drivers license (Class 5 minimum).
    • Willing to live or relocate to Quesnel,

By responding to this Expression of Interest, Proponents agree to accept the recommendation of the Evaluation Team as to the successful Proponent and acknowledge and agree that the evaluation team makes the final decision. The evaluation team may select up to three top ranked Proponents for interviews. Alternatively, the evaluation team may by-pass the interview process. Reference checks may also be conducted by the evaluation team. Prior to Contract award, the Proponent may be required to demonstrate financial stability. As such, the Proponent may be required to provide annual financial reports or a set of financial statements prepared by an accountant and covering the last 2 (two) fiscal years. This Expression of Interest is not an agreement to purchase goods or services. The TRCF is not obligated to select a Proponent or to proceed to negotiations for a contract, or to award any contract. The Proponent acknowledges and agrees that any Expression of Interest is in no way whatsoever an offer to enter into an agreement and submission of a n application by any Proponent does not in any way whatsoever create a binding agreement. The Proponent acknowledges that the TRCF has no contractual obligations whatsoever arising out of this process.
