Specialist, Compliance Assurance

The Opportunity


The Specialist collaborates with teams to ensure effective and prioritized file selection practices are implemented, is engaged in compliance decision meetings, and provides recommendations and guidance to Statutory Decision Makers (SDM's) to ensure informed decision making.


We are currently recruiting for one full-time permanent position and one limited term 12-month contract (with the possibility of extension).

Your Key Responsibilities:

  • Perform holistic licensee assessments (HLA), compliance assessments, and deep dive assessments on licensees identified by systems and processes of the LMP and compliance assurance program as licensees of concern.
  • Leverage compliance assurance and enterprise systems to consider other compliance issues, and any other licensee information from working groups to be included in a comprehensive, riskinformed analysis of a licensee. Present findings and other information for review and feedback.
  • Leverage legislation and AER instruments including but not limited to Oil and Gas Conservation Act (OGCA), Oil and Gas Conservation Rules (OGCR), Directive 88 (D088) Manual 13 (M013) and Integrated Compliance Assurance Framework (ICAF) when identifying, advising, creating, supporting, and reporting regulatory actions.
  • Work to ensure an integrated and enterprisewide approach with regards to compliance assurance activities. This includes providing customized problem solving and developing tools and procedures to support and promote effective compliance assurance and defensible decisions.
  • Support development activities and contribute to the continuous improvement and implementation of new processes and systems for compliance assurance that will enable the proactive monitoring of licensees throughout the lifecycle. Support the development of organizational reporting (internal and external) to share information on LMP and compliance risk management and performance.
  • When assigned, work on projects across the enterprise involving a compliance assurance and/or Liability Management Program (LMP) component. Take on new responsibilities as the work of the Compliance Assurance Team (CAT) evolves.

Qualifications:

  • Bachelor's degree in regulatory, environmental science, enforcement, business, sociology, criminology, or other related field. 5+ years of related experience in an environmental, oil and gas, or regulatory field.
  • Understanding of the Liability Management Framework and risk management in relation to energy development and has the knowledge and understanding of AER activities, priorities, and applicable legislation is considered an asset.
  • Ability to move multiple files, in different stages of completion, to a successful conclusion, working with SDM's, SME's, leadership and other stakeholders.
  • Demonstrates initiative, works collaboratively and effectively in an established or ad hoc team setting.
  • Excellent communication skills, both written and verbal.

Additional Requirements and Information:

  • This position involves infrequent travel within Alberta.
