- Review and assess oil and gas measurement applications associated with Directive-017 and Manual-011, and ensure industry compliance with regulatory requirements and current practice.
- Technically assess and validate industry facility schematics, metering devices, and oil and gas production data submitted to the AER. Make clear recommendations to the Senior Measurement Specialist, and other delegated authorities, about the status and decision on industry site-specific requests for exemptions.
- Through knowledge of internal procedures and other business areas linked to hydrocarbon measurement, work collaboratively with internal teams to resolve industry measurement and reporting issues and concerns through data validation in support of production accounting, compliance assurance, and audit.
- Provide technical measurement advice and feedback to industry operators on Directive-017 reporting requirements and requests for exemptions; communication frequently includes telephone contact and written questions received via the Directive-017 Applications inbox.
- Contribute to projects and initiatives involving data analysis, assessment, and evaluation with the outcome of using data to enhance regulatory oversight of oil and gas operations and new mandate expansion activities. Such initiatives may be guided by the Principal Engineer and/or other business areas in Operations Division.
- Bachelor's Degree in Engineering (Petroleum, Mechanical or Chemical), with additional education in Petroleum Production Accounting preferred.
- 4-6 years of regulatory experience or Engineering experience in the oil and gas industry, combined with some experience in petroleum production accounting.
- Registered professional with APEGA or ASET or eligible for registration is required.
- Demonstrated commitment to learning and development in the areas of AER regulations, petroleum measurement, production accounting, and PETRINEX.
- Proficiency with industry metering devices and facility schematics for oil and gas operations.
- Proficiency in using desktop software such as Excel, Word, PowerPoint, and related.
- Certification from the Canadian Association of Petroleum Production Accounting is an asset.
- Demonstrated ability to apply problem solving skills to complex situations.
- Competency with developing and/or using large data sets.
- Excellent written, verbal, and interpersonal communication skills as required to engage professionally with internal and external stakeholders.

The Opportunity
The Alberta Energy Regulator (AER) is seeking a Specialist, Measurement & Regulatory Assessments to support the review of industry applications under Directive-017: Measurement Requirements for Oil and Gas Operations . You will be interacting with other technical professionals internally and externally, liaising and providing direction to applicants. The role requires you to understand and clearly articulate the risks associated with each application and making recommendations to senior members of the team. This technical role will involve considerable learning about AER regulations, and volumetric measurement and reporting for upstream oil and gas sites. In addition, you will c ontribute to other projects and initiatives involving data analysis, assessment, and evaluation with the outcome of enhancing the regulatory oversight of industry activities within the AER's mandate.
