Role Responsibilities:
Reporting to the Director, Divisional Performance, the Manager of Division Operations and Reporting is responsible for the financial and administrative effectiveness and efficiency of all business operations within the Curriculum Division.
The position leads a team of three staff and ensures a range of operational processes are aligned with priorities, overseeing effective monitoring and reporting of all financial and human resources, as well as ensuring administrative operations operate effectively within the division.
This position also leads the Interchange Program for the Ministry, including the annual call out for external staffing resources, the recruitment process, contract administration, and onboarding and offboarding processes.
Key responsibilities:
- Lead budgeting, forecasting, financial monitoring and reporting for the Curriculum Division
This includes:
- Managing budget requests and adjustments, preparing annual budget allocations, and crafting financial reports, ensuring alignment with GoA financial policies.
- Delivering comprehensive financial reporting of curriculum development/implementation costs for Deputy Minister and Minister briefings, Cabinet Reports, Annual Report, Public Accounts and Committee of Supply.
- Providing leadership across all sectors, ensuring seamless execution of weekly cash flow reporting and forecasting.
- Lead contract and grant administration for the Curriculum Division
This includes:
- Ensuring adherence to consistent standards and compliance with applicable guidelines, policies, legislation and trade agreements.
- Providing leadership for the execution and payment of all contracts, grants and bursaries.
- Supporting division staff in the preparation of contract and grant documentation (from request to execution to close out).
- Lead the Interchange Program for the Ministry of Education
This includes:
- Developing policy, procedures and guidelines to support clarity for interchange participants, supervisors, and school authorities.
- Developing and maintaining relationships with school authorities, other divisions within the Ministry, and the Legal Services team.
- Ensuring a smooth recruitment process and efficient execution of contracts.
- Planning and delivering onboarding and offboarding activities.
- Lead human resource activities for the Curriculum Division
This includes:
- Ensuring accurate and timely accounting of FTEs within the division (position tracking, job descriptions, and organizational charts);
- Supporting the creation of staffing requests and providing advice regarding recruitment processes.
- Supporting supervisors in managing employee relations issues with diplomacy and sensitivity and in compliance with Human Resource policies and procedures.
