The Role:


What you will do in this role:

  • Lead highly complex and specialized statistical analysis and problem-solving utilizing data from widely varied housing and homelessness programs and services.
  • Mine historical data to discover trends and patterns and develop algorithms to validate existing assumptions and processes.
  • Guide the development of sophisticated data visualization, advanced web graphic technology and interactive tools to make large datasets coherent in order to better understand patterns and explain complex issues and results to decisionmakers, partners and the general public.
  • Will contribute to establishing, maintaining, optimizing and maximizing return from specialized data analysis tools and purchased/subscription based data sets.
  • Develop and maintain internal relationships with other corporate groups to ensure Housing Services analytics solutions align with Enterprise Business Intelligence Strategy.
  • Provide project management leadership in the design and delivery of assigned projects including developing and implementing fullscale project plans, determining project priorities/scope, project documentation and accountability for deliverables. Perform Administrator functions for specialized Housing Services data bases.
  • Implement divisional policies, standards, procedures and best practices (governance) with Housing Services impact in the following areas: information privacy, data integration, linkage of data sets, data warehousing, data quality, and data utilization.
  • Monitor emerging industry trends and adjust governance, tools, advice and recommendations accordingly for all program and service responsibilities and champion change at the department level.
  • Communicate with management and various stakeholders regarding findings, measurement reporting and evaluation of options.
  • Maintain collaborative and supportive working relationships with key stakeholders such as senior management, IT staff and other key internal and external groups contributing to human services program areas.

What the role requires:


  • A University degree in Statistics, Mathematics, Actuarial Science or Data Science related discipline combined with a minimum of 5 years direct relevant and extensive work experience.
Combination of education and experience may be considered.

  • Advanced statistics, descriptive and predictive modeling experience utilizing statistical software packages such as R, SPSS, STATA, etc.
  • Ability to use a sophisticated blend of classical and advanced components like artificial intelligence, pattern recognition, databases, traditional statistics and graphics to present hidden relationships and patterns found within structured and unstructured data sets.

Skills/Abilities:


  • Skilled in generating decision trees, cluster analysis, text analytics, structural equation modeling and data visualization.
  • Expert knowledge of Bl concepts and data mining techniques e.g. Associations Discovery, Sequential Pattern Discovery, Classification, Clustering and Forecasting.
  • Familiarity with data visualization tools and the ability create custom visualizations using combinations of open source and commercial tools. (MS Power BI would be an asset).
  • Proficient in use of MS office tools, in particular Excel. Skilled in Access use and creation of databases.
  • Highly effective written and verbal communicator, adept in the delivery of presentations as an Subject Matter Expert (SME), and as part of a dynamic team of highly skilled professionals.
  • Communication style is characterized by diplomacy, clarity and candour.
  • Highly successful and experienced with supporting analytical projects and applied knowledge of project management methodology.
