The Ministry of Health is responsible for maintaining an accessible, high quality, affordable system for health service delivery that meets the needs of the citizens of the Province of BC.

Its mandate is to support and enhance a responsive, comprehensive, regionalized health care system that promotes and provides for the physical, mental and community health of all British Columbians.


The Finance and Corporate Services Division supports the Ministry Executive and programs by managing and ensuring a consistent approach to financial and corporate issues.


The services are provided through seven branches:

Financial Operations, Financial Analysis and Decision Support, Regional Grants and Decision Support, Audit and Investigations, Business Financial Transformation, Capital Services and Logistics Strategy.


The Billing Integrity Program provides audit services to the Medical Services Plan (MSP) and the Medical Services Commission (the Commission).

The Commission is authorized to monitor the billing and payment of claims in order to manage expenditures for medical and health care benefits on behalf of MSP beneficiaries.

The Billing Integrity Program (BIP) monitors, audits and investigates billing patterns and practices of medical and health care practitioners to detect and deter inappropriate and incorrect billing of MSP claims.


The Team Lead, Audit, is responsible for leading a team of senior auditors engaged in performing complex, large, multi-faceted audits of medical practitioners, health care practitioners, labs, medical facilities and private clinics.

The Team Lead acts as the main liaison for the Medical Inspectors to assist with technical and other issues.


Job Requirements:


  • Chartered Professional Accountant CPA (CA, CGA, CMA) in good standing and *recent related experience.
  • Recent related experience must include all of the following:
  • Five (5) years of experience in accounting/auditing (including a minimum of three (3) years of audit experience).
  • Minimum of three (3) years experience conducting complex financial, procedural and/or compliance auditing.
  • Minimum of three (3) years experience leading or supervising staff.
  • Minimum of three (3) years experience working in a confidential environment and demonstrating accuracy and discretion regarding topics of a sensitive nature.
  • Minimum of three (3) years experience managing numerous complex concurrent projects.
Preference may be given to applicants with two (2) or more of the following:

  • CFE or CIA certification.
  • Experience in statistical sampling techniques and extractive audit procedures utilizing advanced software packages such as MicroStrategy.
  • Experience with the BC public healthcare sector.
  • Experience working effectively with multiple stakeholders.
  • Experience presenting written material to a wide variety of clients, colleagues and/or senior management
