Policy Analyst - Wills and Estates

Position Summary

Key Responsibilities

  • Develop a First Nationsdeveloped and First Nationsled process to deal with wills and estates;
  • Research and identify potential solutions in relation to wills and estates administration for citizens of AMC First Nations;
  • Research, engage and record the legal traditions and laws of First Nations in Manitoba that affect the area of wills and estates;
  • Conduct engagement with First Nations to develop a sample policy and procedure manual that will support the work of First Nations that support their customs and cultures;
  • Identify the existing skill sets of First Nations in wills and estate administration and seek to enhance them;
  • Develop a regional approach to address the unnecessary bureaucratic barriers for First Nations from looking after their citizens in the areas of wills and estates;
  • Strengthen the existing capacity and expertise in wills and estates at the regional and local level;
  • Provide regular information and communications with citizens of AMC member First Nations, which will include the development of a multifaceted information sharing and communication strategy;
  • Ensure successful administration of the project with regular meetings and reporting to AMC leadership;
  • Plan and lead regular meetings of the Chiefs Committee on Citizenship; and
  • Support regular meetings of the AMC Elder's Council to provide ongoing cultural knowledge and guidance for the project.
  • Participate in relevant and related regional or national committees, councils, tables and / or working groups;
  • Attend meetings and/or conferences, as directed, and provide a report; and
  • Other duties as assigned.

Qualifications

Education & Experience

  • Bachelor of Arts or a related discipline and/or a related equivalent demonstrated experience.
  • Knowledge of the issues related to wills and estates.
  • Experience/knowledge of the Manitoba Office of the Public Guardian and Trustee.
  • Experience presenting to AMC member First Nations on reserve.
  • Knowledge of First Nations in Manitoba and First Nations culture, history, Treaty, and inherent rights.
  • Knowledge and understanding of the Assembly of Manitoba Chiefs, and of First Nations in Manitoba.
  • Equivalent combination of education and experience may be considered.
  • Excellent verbal, written, interpersonal communication.
  • Knowledge of one of the five AMCmember First Nation languages an asset.
  • Ability to provide analytical supports while managing multiple projects and deadlines.
  • Proficient use of Microsoft Office software, Word, Excel, and Outlook.
  • Be able to follow office practices, procedures, and confidentiality.
  • Satisfactory Criminal Record Check, Clear Child Abuse Checks.
  • Possess a valid class 5 driver's license and vehicle.
  • Work flexible hours and travel upon request.
