Reporting to the Manager, Capital Projects, this position is responsible for project management on construction projects of various size and complexity and capital planning and standards development for design and construction on town owned buildings.


What can I expect to do in this role?*:
As the Project Manager, Capital Projects

  • Construction you will:
  • Provide project management services and lead a range of projects (up to $75 million) including new construction, renovations, additions, demolition, site remediation, environmental studies, engineering studies, Building Condition Audits, etc.
  • Plan, research, develop and manage the implementation of construction project at Town facilities through all phases: initiation, planning, execution, monitoring, and project close.
  • Assist facility user departments in scope development and in analyzing space needs / building equipment functional requirements.
  • Monitor progress of projects and coordinate communications with client groups, public, SMT and Council.
  • Provide leadership to building committees in the selection of consultants and general contractors. Prepare RFP, RFQ, Expressions of Interest and Tender invitations, coordinate submissions in accordance with the Purchasing By-Law, evaluate bids and award of project.
  • Manage consultant services throughout all phases of design and construction.
  • Manage contractor services throughout construction monitoring site progress and compliance with contract documents. Ensure that the project schedule, cost, execution, and quality control is maintained according to the contract documents.
  • Provide vendor performance management in accordance with town policy.
  • Review and oversee project design and construction with respect to the town's accessibility, sustainability, and other town building standards.
  • Review the work produced by design consultants and general contractors to ensure that all functional, statutory requirements, financial, completion deadlines and legal objectives as well as quality and corporate standards are met.
  • Monitor project budget and tracks variances, process change requests, change orders and payment certificates. Ensure project administration meets all requirements of the Construction Act including for Prompt Payment and all other applicable legislation.
  • Manage project deficiencies, project closeout and warranty.
  • Represent the town's interests with respect to insurance and bonding requirements.
  • Advise Senior Management, members of Council and the public as well as advisory committees on construction related matters.
  • Coordinate commissioning of buildings.
  • Assist Manager with Advance Planning and Capital Planning:
  • Consult with client departments with respect to service delivery for quality control and continuous improvement.
  • Assist departments in needs identification for upcoming projects. Function as technical resource for master planning, feasibility studies and business cases focused on budgets, design standards, construction methodology and alignment with FCM department policies and standards.
  • Under the direction of the Manager, develop budget requests for new construction program.
  • Consult with authorities having jurisdiction at preplanning stage.
  • Update future growth budgets in 10year forecast.
  • Maintain historical database of project costs for future planning.
  • Assist in evaluation of new land and building purchases to determine environmental and physical constraints to assist in determining suitability for intended use.
  • Research planning, zoning, bylaws, and other SPA and building requirements for new projects to ensure compliance, suitability of site and sufficient moneys are budgeted.
  • Develop Policy & Standards related to design and construction at town owned facilities:
  • Develop/maintain general policies and standards for FCM programs related to administration, safety, and asset management.
  • Develop/maintain corporate guidelines and standards for accessibility, sustainability, space use, signage, furniture, construction means and methods, building design, etc. Develop training module for town staff as required.
  • Research regulations and industry benchmarks for FCM programs to ensure procedures comply with legislation and current industry trends and practices.
  • Review current town standards and update for technological advances and/or industry changes.
  • Maintain/update department Service Level Agreement with client departments including tracking KPI for FCM programs. Monitor/analyze progress, effectiveness, and compliance.
