The Manager, NCT Operations is responsible for operational oversight of all contractual aspects of Niagara College's Public Private Partnership (PPP) portfolio, which includes Niagara College - Toronto (NCT), to achieve annual enrolment, revenue, and quality assurance/compliance targets.

The Manager, NCT Operations leads a project team that identifies, develops, and nurtures partnerships with internal and external stakeholders to benefit the College strategically.

Responsibilities include, but are not limited to:

  • Act as liaison with stakeholders on all matters related to contractual operational requirements of the Public Private Partnership (PPP) portfolio
  • Planning, organizing and execution of all operational activities to ensure compliance with Ministerial Binding Policy and College requirements for PPP
  • Develops operational activity plans and monitoring tools to meet enrolment and revenue targets as per contractual obligations
  • Provides expert oversight on PPP accounting operations, accounts payable, scholarships, financial statements, and public account reporting. Conducts ongoing financial reconciliations and prepares budget and other reports
  • Supports Quality Assurance efforts for the PPP portfolio in collaboration with stakeholders
  • Monitors and executes quality improvement plans, adheres to Binding Policy requirements, and implements College directives
  • Oversees recordkeeping and data maintenance for audits and internal reporting
  • Documents, designs, and implements efficient processes and tools for the PPP portfolio and Global Campus Operations
  • Establishes systems and controls to maintain rigorous operational standards
  • Facilitates internal and external knowledge sharing based on monitoring and evaluation outcomes
  • Focuses on achieving College goals and priorities related to the PPP portfolio

Qualifications:


  • Minimum three (3)year degree in Business/Commerce, Finance, Public Administration, Project Management, International Commerce and Global Development or a related field
  • Minimum five (5) years' relevant experience in education administration or related field
  • Demonstrated understanding of postsecondary education (international and/or domestic)
  • Knowledge and experience of public sector organizations policies and procedures and/or government relations
  • Experience leading/supervising teams, as well as team building
  • Proficiency at managing everchanging priorities under extreme time pressures
  • Experience with contract development and management, as well as internal/external audits
  • Strong business and financial acumen
  • Exceptional communication, negotiation, problem solving, and conflict resolution and public relations skills
  • Strong critical thinking and technical writing skills to create process documents, memos and policies
  • Excellent written and oral communication skills
  • Advanced skills using project management and customer relations management (CRM) software tools. Project Management Professional (PMP) designation is considered an asset
  • Experience working with diverse clients in a multicultural setting, as well as with a wide range of stakeholders in private, government, and education sectors across several organizational levels
  • A proven ability to work in an interdisciplinary team environment
