Qualifications:
Essential:
- Postsecondary degree in public administration, business administration, health, or social sciences. An equivalent combination of education, training and experience may be considered.
- Experience and knowledge in the development and analysis of policies and standards.
- Knowledge of all aspects of the policy cycle and policy administration.
- Experience leading or supervising a team.
- Experience preparing budgets, forecasting, and managing branch and program funds.
- Experience leading process/quality continuous improvement and providing solutions to challenges.
- Ability to foster team engagement through coaching, guiding work and developing employees and building strong lines of communication, trusting relationships, and accountability.
- Strong political acumen demonstrated through experience providing strategic advice to senior leaders to influence decisions.
- Strong written communication skills, including the ability to write politically sensitive and confidential materials for senior leaders.
- Strong verbal communication skills, including the ability to communicate to all levels of the organization and to communicate to external stakeholders.
- Excellent analytical, problem solving and decisionmaking skills to formulate recommendations to senior leaders.
Desired:
- Experience in public administration including knowledge of departmental administrative systems and policies, including the General Manual of Administration.
- Understanding of the organization and administration of the Manitoba health care system.
Duties:
The Director is responsible for the development and implementation of an effective governance model for establishing and administering departmental policies.
The Director leads a team responsible for the establishment and execution of the departments operational policy framework including tracking and reporting on departmental policy activity and requirements, adherence to policy standards and achievement of policy objectives.
