Reporting to the Financial Analyst, Accounts Receivable, this position is responsible for financial transactions related to high volume, large dollar value customer sub-ledger accounts and general ledger accounts, monitoring the life cycle of Accounts Receivable (AR), reviewing and developing Divisional and corporate processes and procedures, enhancing financial and internal controls, and participating on special projects as assigned.


Major Responsibilities:


  • Analyzes, reconciles and monitors financial transactions relating to high volume, large dollar value customer and general ledger accounts, to ensure billings and payments are accurate and recorded in a timely manner.
  • Provides advice to client Divisions with respect to cost and revenue allocations to accounts, cost centres and projects by preparing analysis (e.g. Consumer Price Index calculations) accompanied by required documentation
  • Monitors to ensure internal controls are followed in accordance with City Bylaws (financial control bylaw) and policies. Provides detailed analysis, worksheets and supporting documentation to auditors.
  • Participates in the design and development of new Accounts Receivable procedures and policies and reviews compliance with bylaws and contracts to ensure internal controls and compliance are adhered to.
  • Prepares reports to Standing Committees and Council.
  • Provides financial support and advice with respect to cost and revenue allocations to accounts, cost centres and projects to staff and external clients.
  • Provides advice and guidance when directing other accounting staff.
  • Reviews financial system reports to identify potential errors and omissions for compliance audits and takes corrective action.
  • Prepares reconciliations, assists with various calculations including the preparation of year end statements and schedules
  • Provides input into the design of databases, and participates in the creation of specifications for financial system enhancements and conducts financial system testing.
  • Reviews financial system reports to identify potential errors and omissions and takes corrective action.
  • Provides advice and guidance to Divisions related to financial bylaws, policies and procedures and attends various working group meeting.
  • Monitors relevant Provincial statutes and regulations, City bylaws and/or Council direction and agreements for any changes.
  • Coordinates divisional projects and assignments as required.

  • 4 year Bachelor's degree in Accounting or the equivalent combination of education, training and/or experience.
  • Extensive financial accounting experience, with an emphasis on accounts receivable life cycle, in a public or private sector accounting environment.
  • Considerable experience with revenue recognition and analysis and preparing financial reports.
  • Considerable experience using computerbased accounting systems (e.g. SAP).
  • Considerable experience using Microsoft Office Suite Applications (e.g. Excel and Word).
  • Experience researching, developing and monitoring financial processes and policies to increase efficiencies and improve effectiveness.

You must also have:


  • Thorough knowledge of municipal accounting and generally accepted principles and practices, Public Sector Accounts Board (PSAB) standards and requirements, financial and internal controls, and relevant policies, procedures and legislation.
  • Excellent analytical, conflict resolution and problemsolving skills.
  • Highly developed communication skills (oral and written), with the ability to produce comprehensive and concise reports.
  • Strong customer service and interpersonal skills with the ability to establish effective work relationships with staff at all levels within the organization, as well as internal and external clients.
  • Ability to work cooperatively as part of a team.
  • Ability to exercise independent judgement and discretion in dealing with confidential matters.
  • Excellent organizational and multitasking skills and the ability to work independently with minimum supervision, prioritize work schedules and plan and execute tasks within tight timelines.
  • Ability to work overtime as required.
