Shared Health Manitoba brings together clinical experts from across the province to deliver patient-centred, accessible, responsive health services that people can count on.

As the provincial health authority, Shared Health is responsible for delivering provincial clinical programs, shared administrative and human resources services, and for the development of a provincial Clinical and Preventive Services Plan (CPSP).

Shared Health plans clinical and preventive services for delivery across the entire province.

Working collaboratively with regional health authorities and communities, Shared Health ensures the provincial health system meets the healthcare needs of Manitobans compassionately, effectively and as close to home as possible.

Based on population health needs and gaps in current health operations, the annual plans produced for the entire Manitoba health system by Shared Health will prioritize clinical needs including provincial capital and health human resources requirements.


Position Overview


Reporting to the Chief Executive Officer, the Provincial Lead Health Workforce is accountable for the ongoing development of the health workforce portfolio including provincial health labour relations services, health human resource planning teams and the Manitoba Healthcare Providers Network.

As the role of Shared Health is evolving, the scope of the Health Workforce role is also in transition.

This is a term role for two years intended to help inform that transition while maintaining and building essential functions.


The Provincial Lead Health Workforce will foster a culture of client service and bring together an integrated workforce team to provide a shared service that supports client organizations with effective and responsive labour relations and health human resources planning advice, and collaborates with health system stakeholders across the province on workforce strategy, health human resources planning, workforce development and provincial health labour relations to enable innovative and sustainable health services.


The Provincial Lead Health Workforce will work closely with Clinical and Preventive Service Plan leaders, the Transformation Management Office, the seven provincial service delivery organizations and the provincial health departments to establish an effective structure and service in the health workforce portfolio.

They will ensure the development and implementation of a provincial health workforce plan, build a 5-year rolling provincial health human resources plan, direct the annual provincial health human resources plan, and will lead the health workforce team through organizational change to ensure service delivery supporting province-wide client needs, integrated health services delivery, and provincial Clinical and Preventive Services Plan implementation.


The Provincial Lead Health Workforce will provide direction on provincial collective bargaining, senior labour relations advice and support to the executive team of client organizations, and act as the primary contact with government for collective bargaining mandates.

They will collaborate and engage with all client organizations on a regular basis to improve the provision of labour relations and health human resources planning services with direct management authority and accountability for the overall services and performance of the health workforce portfolio including assessing engagement scope, resolving service issues and ensuring overall client satisfaction.


Career Experience & Core Competencies

  • 5 years of senior labour relations experience acting as the chief spokesperson during bargaining for multiple comprehensive collective bargaining agreements in partnership "at the table" with senior leadership, managing grievance and disciplinary hearings, presenting cases at arbitration, representing the employer at formal mediation, and influencing ongoing compliance with negotiated agreements.
  • 5 years of experience developing, evaluating and implementing strategic workforce and labour relations plans and achieving mandated outcomes.
  • 5 years of experience building and leading highperforming teams, collaborating with executives, senior government officials, service partners, and internal legal counsel.
  • Broad understanding of all human resource functions to inform the development of a provincial human resources structure and define appropriate roles / functions at the regional, provincial and government level.
  • An understanding of public policy and of a regional system of human resources administration and delivery is an asset.

Education

  • Undergraduate degree in relevant field or equivalent combination of education and professional experience in labour relations.
  • A postgraduate degree in a health leadership and/or businessrelated field or other additional education in health leadership and planning are assets.
