Job Summary
The Radar Strategy Manager will develop and support Policies, Procedures and Standards to ensure that the various in-service systems are maintained and enhanced to meet all safety, operational and efficiency requirements.
- Guiding and supporting Mode-S radar system deployment in Canada

In this role you will:
- Be accountable for direct reporting staff of professional and technical specialist (including hiring, allocating priorities, assessing performance, scheduling overtime, authorizing leave, providing guidance, coaching and taking disciplinary action as required).
- Be accountable for the technical performance criteria and evaluation of the Mode-S radar in Canada Manage a segment of the Engineering budget.
- Develop budgetary plans and projections based on requirements and priorities.
- Represent NAV CANADA when interacting with key Vendors of ANS Equipment/Services and other stakeholders.
- Develop and support Policies, Procedures and Standards to ensure that the various inservice systems are maintained and enhanced to meet all safety, operational and efficiency requirements.
- Direct the life cycle support and enhancement of ANS systems to position the services with respect to current customer needs with reasonable flexibility to accommodate potential evolving requirements and new services or levels of services.
- Maintain service standards, monitors operational performance and resolves operational and technical problems.
- Ensure that operational & technical performance as well as safety requirements of these systems are achieved and maintained.
- Provide expertise and guidance through the management of technical resources on ANS and other related systems, regarding user concerns, requirements, priorities, technological developments and the implications of integrating changes, system replacement and upgrades.
- Handle information of a confidential and/or sensitive nature, e.g., ARGUS reports, labour relations issues, safetycritical matters, corporate proprietary material and knowledge assets.
- Ensure systems safety and integrity by directing the development of test procedures and testing, certifying system integrity, directing the development and implementation of hardware and software maintenance philosophy, standards and procedures and establishing and maintaining a configuration management program.
- Identify and recommend improvements arising from developing technology and defines technical requirements to ensure future compatibility with all ANS systems.
- Respond to the needs of the customer and system users by directing the assessment and implementation of modification requests, assessing the future requirements of the users and recommending solutions, preparing cost estimates, project briefs and implementation plans.
- Develop engineering management mechanisms and personal networks to identify opportunities to minimize downtime and to optimize quality and reliability.
- Develop management mechanisms and personal networks to monitor manufacturers' reputations for quality control and reliability to fulfill responsibility for corporate safety.
- Define responsibilities, establish priorities and deadlines, allocate resources, prepare budgets for capital and operating expenditures and plan staff activities.
- Evaluate the views of system users, with regard to the system's effectiveness and the ways in which it could be improved.
- Integrate multiple and complex functional aspects of ATC systems which include systems design, hardware design, software design, ATC requirements and procedures and safety and risk assessment. Develop system roadmaps to ensure future systems and services are provided in a safe and efficient manner leveraging evolving technology.
