Under the supervision of the Senior Inspector, the Transit Plus Inspector works independently and is responsible for monitoring the delivery of service to our customers and compliance of operators with safety protocols and policy adherence.

The position includes investigating complaints, location concerns/inspections and responding to emergent situations with mínimal supervision.

Acting as a representative of the City, it is imperative to maintain a professional demeanor when dealing with the public, operators and stakeholders.

This position works varied shifts which include regular business hours, evenings, weekends and statutory holidays.


As the Transit Plus Inspector you will:

  • Monitors and regulates service delivery and responds to a wide variety of situations ranging from routine to emergency. Deal with service disruptions and special events, coordinating on-street service to optimize reliability and efficiency. As a Special Constable, enforce the Highway Traffic Act and City by-laws related to transit service. Issues offence notices. Attends court as subpoenaed to give evidence. Store and administer Naloxone spray as necessary.
  • Inspect all vehicles, vehicle equipment, mobility equipment and drivers and ensure they meet Transit Plus guidelines and standards.
  • Perform field investigation work regarding passenger issues, loading, pick up/drop off locations and provide detailed reports.
  • Driver training. Provide coaching, training, reinstruction and commend drivers as necessary.

Your education and qualifications include:


  • High School Diploma, postsecondary education in a related field (i.e. Public Sector, HR Management or Adult Education) preferred. An equivalent combination of education and experience may be considered.
  • Three (3) years customer service experience, front facing preferred.
  • Ability to exercise effective supervisory authority with staff and/or contracted employees to provide direction, coaching and training.
  • Ability to problem solve, including exercising sound judgement when making decisions and recommendations, under stressful, time limited conditions in alignment with regulations, policies and procedures.
  • Ability to work independently with mínimal supervision.
  • Excellent interpersonal skills with the ability to develop and maintain effective working relationships with a variety of staff, at all levels, and contracted employees in accordance with the Respectful Workplace Administrative Standard.
  • Conflict resolution skills, including the ability to use tact and diplomacy in dealing with sensitive situations.
  • Ability to work with confidential information and conduct business in a confidential manner.
  • Effective verbal communication skills including the ability to present and articulate ideas in a clear, professional, assertive and effective manner.
  • Effective written communication skills, including the ability to prepare clear, accurate and concise records and reports, presentations and/or training material.
  • Proficient with Microsoft Office software including, Word, Excel, and Outlook at a basic level, and PowerPoint at an intermediate level.
  • Knowledge of the City of Winnipeg's street system and the ability to read maps and utilize navigation tools.
  • Knowledge of the Accessibility for Manitobans Act or the ability to obtain same within 3 months of appointment.

Conditions of employment:


  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
  • A Police Information Check including Vulnerable Sector Check satisfactory to the employer will be required from the successful applicant at their expense when requested.
  • The successful applicant is required to have and maintain a valid Manitoba Class 5 Driver's License.
  • Must be physically capable to perform the duties of the position including walking long distances and lifting up to 50 pounds.
  • Must have or obtain and maintain First Aid and CPR "C" certification.
  • Must be able to obtain the designation as a Special Constable in and for the Province of Manitoba within time frame specified by management.
  • Completion of Q'Straint securement training courses within 1 month of appointment.
