Position Summary

Under the general supervision of a Senior Engineer in the Sustainable Infrastructure Branch, the employee in this position is responsible for the monitoring, coordination and measuring results and reporting on the degree of impact of the projects, policies and actions outlined in the Transportation Master Plan (TMP).

The work generally requires the employee to exercise judgement, initiative and creativity.

The nature of the role requires the individual to have a strong ability to model, analyse ,and document the impacts of transportation projects and requires a significant degree of leadership and independence.

This position will provide coordination of efforts across a number of corporate divisions and will provide a corporate-level report on the progress and impacts of the projects, policies and actions within the TMP.

The TMP Coordinator's responsibilities may also include direct involvement in policy development and the delivery of related transportation mode shift related projects and actions as outlined in the TMP and other related city plans.

Duties & Responsibilities
Lead and participate in various internal committees including the establishment of a cross-divisional Transportation Advisory Committee, Complete Streets Committee and other
Lead and/or participate in various external committees including the formation of a Regional Transportation Planning Committee

Update City Council annually through a public committee report on the progress and measured impact of implementing projects, policies and actions outlined in the TMP.

Identify and address transportation related issues to the TMP through various Committees of Council or Advisory Committees such as the Public Works and Infrastructure Committee, Accessibility Advisory Committee, Environment Advisory Committee or other as required.

Oversee and provide coordination support to ensure implementation of projects, policies and actions of the TMP are captured and aligned with the work delivered by the various transportation, planning and transit groups within the City.

Conducts a regular city-wide travel survey and utilizes data collection to measure progress toward achieving mode share targets and gauge the success of TMP goals and policies and consider refinements of targets.

Ensure the City-wide transportation model (EMME) is kept up to date with the most current data available to ensure that transportation investments are made wisely and with timely information.

Lead and/or participate in the development and delivery of new or revised policy and standards outlined in the TMP.

Assists and supports in the planning and evaluation of improvements to the City's road network transportation, bicycle, and pedestrian facilities.

Engage and work with Communications on developing public facing messaging on actions and initiatives from the TMP.

Be an ambassador for the TMP Directions and Goals both internally and through communications with the general public, community partners and stakeholders.

Depending upon the skills and ability, the individual may be required to be engaged in projects or activities that are aimed at encouraging specific travel behaviours as part of Transportation Demand Management aimed at reducing the demands on the City road network generally as a result of single occupant vehicles and encouraging alternatives through incentives and disincentives.

This may include but is not necessarily limited to leading or participate in; implementation of active mode infrastructure, promoting carpooling, elevating the role of public transit or other activities that encourage users to consider a mode shift.

Prepare Terms of Reference for proposed projects, review proposals for services, recommend award of contracts and provide contract administration.

Approve expenditures and other transactions within limits of authority and take necessary action to protect civic monies and assets against loss and waste.

Prepare technical and business reports for presentations, public responses, internal memos and other documents.

Follows all rules and regulations as set out in the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.
