Project Overview

Bechtel Infrastructure has been appointed as the Delivery Partner (DP) within an Integrated Project Team (IPT) comprising the customer, Metrolinx, and its Technical Authority (TA) for the Ontario Line Subway (OLS) Project.

The project scope includes the design build, operation and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being delivered through three major Public Private Partnership (P3) contracts and multiple Early and Advanced works (EAW) contracts.

The OLS Project is planned to open for revenue service in 2031. As the DP, Bechtel forms a key part of the overall leadership of the OLS Project.


Position Summary

The Systems Project Manager is responsible for overseeing the delivery by the Rolling Stock, Systems, Operations & Maintenance (RSSOM) Project Company for the Systems.

Systems includes Traction Power, Power Distribution, Emergency/UPS, Overhead Catenary Train Control, SCADA, Communications/Public Address, CCTV, Fare Collection, and the Platform Screen Doors.

The RSSOM Project Company (PCo) services will be delivered in the form of a Design-Build-Finance-Operate-Maintain "P3" contract.


Responsibilities

  • Health, safety, environment, quality, schedule, and cost performance for assigned scope.
  • Safeguarding that the PCo delivers in accordance with the contract for the assigned scope.
  • Leading a team of assigned field specialists, holding them to account for their services.
  • Reporting progress and escalating issues to the DP Manager.
  • Zippering with the RSSOM PCo equivalent.
  • Zippering with the Technical Advisor, Metrolinx, and other IPT members to support delivery of the work.
  • Approving PCo output for assigned scope after review by assigned Field Specialist or Discipline Lead.
  • Identifying nonconformances / checking nonconformances identified by the Field Specialists.
  • Recommending actions to address nonconformances / improve the outcome of assigned scope.
  • Identifying potential delivery risks to assigned scope and recommending actions to avoid or mitigate.
  • Recommending actions to mitigate the impact of emerging delivery issues and following up.
  • Monitoring delivery of assigned scope and recommending actions to improve the outcome of the OL.
  • Maintaining a "lookahead" view and reporting forecasts, risks, and issues.
  • Reviewing and approving input to DP progress report for assigned scope.
  • Reviewing and providing input to the schedule, including review of submittals as well as installation staging and sequencing
  • Monitoring installation impact on testing and commissioning activities
  • Supporting the T&C manager in overseeing the testing of systems, as well as the integration with civil and third party infrastructure
  • Interfacing with Ontario Line Early Works contract teams for systems coordination and delivery.
  • Interfacing with Ontario Line South Civils P3 contract teams for systems coordination and delivery.
  • Interfacing with Ontario Line North Civils P3 contract teams for systems coordination and delivery.
  • Interfacing with Toronto Transit Commission (TTC) for Ontario Line systems coordination and delivery.

  • Bechtel's Core Processes as they relate to area of responsibility.
  • The background, basic scope, and delivery model for the OLS Project.
  • The makeup of the OLS Project IPT and key stakeholders.
  • The RSSOM scope of work and overview of the Project Agreement (PA).

Qualifications and Skills

  • Relevant bachelor's degree from an accredited university and a minimum of 12 of relevant work experience, or 15years of relevant experience in the absence of a degree.
  • Experience of working on infrastructure megaprojects, preferably rail projects in urban areas.
  • Experience of multiple project delivery functions (e.g., engineering, contracts & procurement, construction, testing & commissioning, project controls, environment, safety & health, quality).
  • Experience of delivering rail systems or similar scope as part of multidiscipline teams within complex megaprojects.
  • Strong leadership, relationship building and communication skills (verbal and written).
