Role:


Reporting to the Procurement & Contracting Lead, Procurement & Contracting Unit both positions are responsible for procurement and contracting activities for the Ministry of Health by providing contracting advice to program areas and by reviewing and conducting low dollar tendering, sole source and contract amendments.

This position ensures procurement is carried out in a fair, open, and transparent manner while ensuring compliance with Ministry contracting policies and procedures, Canadian contract law, the Canadian Free Trade Agreement (CETA), World Trade Organization Agreement on Government Procurement (WTO-GPA), Canada-European Union Comprehensive Economic Trade Agreement (CETA), Investment and Labour Mobility Agreement (TILMA), and other Government of Alberta policies.


Contract Review Functions:

  • Conduct an "initial assessment" of each request, that includes at a minimum:
  • A quality assurance review for accuracy of contract information (e.g. term and value) and identification of relevant amendment information if applicable;
  • Assuring compliance with AH Policy, including identification of applicable policy sections;
  • Identify any pertinent contract history with the vendor and/or the vendor's resource, if applicable; and
  • Followup with the respective business area regarding the request to ensure that a standard of request content is presented to the CRC, for example, how the original contract was procured. Were extensions contemplated?
  • Maintain the "CRC Statistics" reporting that captures all CRC requests and report on request total volumes and dollar values as well as by division, by type of request and by the quantity of resubmitted requests;
  • Provide guidance and assistance to business users regarding the CRC process.

Procurement:


The Procurement Officers ensure that the process processes used comply with the policies and procedures established by the Government of Alberta and the Department.


It facilitates the competitive procurement cycle by:

  • Assisting with the development of low dollars limited invitation to bid (LIB) and the corresponding scoring and evaluations to select a response that provides the best value for money, with adequate justification and documentation.
  • If requested by Business Unit, managing the open competitive procurement process from issuance of tendering document and responding to vendor questions through the evaluation and consensus meetings and recommendation to award.
  • Providing advice to branch management to improve processes through adoption of best practices.


The Procurement Officers are to be actively involved in all aspects of the above processes and is expected to be in a position to prepare documents in draft form for review by the Procurements Specialists, Procurement Lead, and the Director of Procurement and Contracting.


Contract Monitoring:


Both positions support the contracting process by monitoring the contract expiration, ensuring compliance with the policies and procedures established by the Government of Alberta (GoA) and the Department are adhered to and that appropriate actions are taken before contracts expire (e.g.

notify Business Area of contract expiration date and available options within the contracts).


Qualifications:


Education and Experience:

A Two-year diploma in a related field (Business Administration, Law, Engineering); no experience required; or equivalent as described below.

Equivalency:
Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

  • Fundamental knowledge of FOIP and HIA to ensure Departmental operations abide by Legal guidelines
