Its mandate is to support and enhance a responsive, comprehensive, regionalized health care system that promotes and provides for the physical, mental and community health of all British Columbians.
The Finance and Corporate Services Division supports the Ministry Executive and programs by managing and ensuring a consistent approach to financial and corporate issues.
The services are provided through seven branches:
Financial Operations, Financial Analysis and Decision Support, Regional Grants and Decision Support, Audit and Investigations, Business Financial Transformation, Capital Services and Logistics Strategy.
These branches provide financial advice and assist programs to meet their strategic goals and operational plans, and ensure compliance with relevant legislation, regulations and central agency directives.
Within the Financial Operations Branch, the Financial and Systems Analyst (analyst) is a key financial expert supporting the Ministry.Highly organized, self-driven and detail oriented, the analyst is the primary contact for all ministry end users in providing support, assistance and training for the day-to-day operation of the Corporate Financial System (CFS).
The analyst is responsible for financial reporting, analysis and monitoring of ministry budgets, as well as other related duties, in accordance with generally accepted accounting standards and financial policies.
The analyst needs to possess strong interpersonal skills to support working with staff at all levels of government, as well as external agencies regarding financial matters.
Job Requirements:
- Post-Secondary Diploma or greater in Business Administration, Accounting, Finance, Commerce, Public Administration, plus a minimum of 1 year of related experience*; OR
- An equivalent combination of education and related experience may be considered.
Related experience must include a minimum of 1 year in each of the following:
- Experience providing client service in a financial environment, to support financial related activities; this may include issues management in a financial environment or providing financial advice in a customer service role.
- Experience implementing financial controls and working with financial systems.
- Using Microsoft Excel to conduct analysis of financial data and reports.
- Experience with the BC Government Corporate Financial System (CFS).
- Experience with the Budget and Chart of Accounts (BCOA) system.
- Experience developing and delivering training.
- Experience developing financial statements and reports.
About this Position:
This position can be based in any of the following Ministry of Health offices: Vancouver, Victoria.
Flexible work options are available; this position may be able to work from home a few days a week as per the Telework Agreement.
