The Wellbeing and Occupational Health and Safety Division supports employee health and wellbeing, abilities management and health services, and fleet and occupational health and safety.
Our close-knit team proudly supports staff health, wellbeing and safety needs across many different lines of business, as they deliver critical and essential services to our citizens.
The Opportunity:
Plans, develops, implements, and manages the corporation's Health & Safety Program, and fleet safety programs. Ensures corporate compliance with legislation, policies, and procedures. Manages safety and fleet training programs and related long-range planning.
Supervises Health & Safety Advisors, Health and Safety Coordinator, Senior Fleet Safety Advisor, Fleet Safety Advisors (Transit), Administers contracts with consultants.
Manages the Health & Safety Management System to identify, evaluate, and eliminate/control work-related hazards and risks. Informs senior management, staff, and staff representatives regarding same, and prepares reports for Council and Committee. Develops and recommends corrective measures and methods to eliminate hazards.
Provides expertise, advice, and consultation to staff on issues and legislative requirements/ obligations.
Manages workplace education, consultation, and training. Identifies corporate, departmental, and divisional training needs. Plans, designs, coordinates/facilitates, and evaluates training programs. Develops corporate standards and implements legislated standards for mandatory training and recertification. Manages specialized training delivered by consultants.
Manages the development, promotion, enforcement, and maintenance of policies and procedures. Identifies future needs and develops long-range plans/strategies to respond to legislation.
Acts as recognized authority under the Ministry of Transportation's Driver Certification Program, including administering the program; overseeing activities of corporate signing authorities; ensuring adherence to program requirements; reviewing and ensuring competent and thorough delivery of training programs; ensuring qualified testing; and providing documentation to the Ministry.
Provides input into the return-to-work program for employees returning from work-related injury or illness.
Develops standards for external tradespersons and contractors. Monitors workplace safety practices of contractors and construction managers to ensure adherence to standards and related legislation.
Assists management to perform accident investigations. Makes recommendations to reduce risk and prevent reoccurrence.
Acts as a resource to Joint Health and Safety Committees and Health and Safety Representatives.
Advises management to resolve unsafe work refusals and other work stoppages; contacts and assists the Ministry for situations that cannot be resolved.
Acts as the corporate liaison with the Ministry of Labour, Coroner's Office, and other internal and external agencies and officials.
Advises management on minimizing potential working condition exposures (e.g., chemicals, confined spaces). Develops and implements in-house emergency procedures (e.g., fire plans, evacuation plans, bomb threat plans). Works with emergency services, as required.
Inspects facilities under construction prior to the release of the contract to ensure compliance with legislated health and safety standards.
Ensures the safe operation and working order of specialized sampling and testing equipment. Reviews, revises, and sets purchasing standards to ensure equipment and material meet safety standards. Assists in the selection, testing, repair, and maintenance of same.
