IT Procurement Business Advisor:
You will manage procurement files in the information technology sector, perfect for those with a minimum of 5 years of experience in IT Procurement.
- Senior Procurement Specialist (Generalist - Indirect Services): You'll be responsible for high-value procurement files. We're seeking individuals with more than 10 years of experience who are capable of leading significant projects. Responsibilities:
- Develop a strong relationship with the IT department through an approach based on information sharing, in depth needs analysis and expertise that brings added value;
- Master the understanding of department operations to anticipate needs, plan license renewals and minimize risks;
- Act as first point of contact for all IT purchasing issues. Execute the mandate or direct the internal customer to the appropriate resources within the team;
- Maintain the procurement plan, plan and coordinate upcoming activities with other IT procurement team members and stakeholders to execute strategic, efficient and timely management of the IT contract portfolio;
- Assist the Senior Manager with planning, preparing and conducting weekly meetings with the department they support to review the contracts that are coming to an end and obtain information on the latest needs;
- Help their internal clients to develop specifications, conduct any necessary verifications and define a suitable procurement strategy, and determine lead times based on needs for the files assigned to them;
- Ensure that files are completed as quickly as possible and in compliance with governance rules of VIA Rail Canada;
- Draft and publish requests for proposal documents, ensuring that the requirements are clearly defined for the professional services, goods, products or other initiatives they have been assigned;
- Conduct research and market analyses to find potential vendors and assess the competition;
- Evaluate offers and negotiate agreements to obtain the best market conditions and to make recommendations for executive approval;
- Facilitate the management and follow up of issues with vendors and internal clients;
- Coordinate contract drafting as well as contract renewals, amendments and cancellations in the company's management system (Oracle);
- Work with the Finance Service Desk to prepare purchase orders;
- Ensure contractual engagements are accurately described on purchase orders.
Requirements:
- University degree in business administration or finance.
- Minimum of 5 years of experience in preparing IT tender documents, requests for quotations, evaluation grids, and contracting for IT goods and services.
- Excellent verbal and written communication skills in French and English.
- Proven skills in negotiation, IT data analysis, problemsolving, and supplier management.
- Expertise in developing procurement strategies, conducting detailed cost analyses, and implementing improvements.
- Knowledge of contractual and legal aspects.
- Proficiency in the Microsoft Office suite.
- Excellent interpersonal skills, commitment to customer satisfaction, ethical and professional integrity.
- Advanced negotiation and conflict management skills, with strong initiative, organizational, planning, and leadership abilities.
- Ability to work independently while fostering a team spirit and a keen sense of priorities.
