Position Summary
The Geographic Information Systems (GIS) Specialist supports the Business Analytics Unit (BAU) and other London Police Service (LPS) stakeholders in the management, processing, analysis, and reporting of geospatial data to be used by LPS members for operational decision


Responsibilities

  • Gather requirements for new map requests and projects, and configure, update, and maintain all London Police Service (LPS) maps, both live and filebased.
  • Perform complex mapping, geoprocessing, and data management tasks to support spatial analysis.
  • Develop programs and models (model builder/ Python/ JavaScript/ C# or ).
  • Design, develop, and manage the ArcGIS Enterprise and ArcGIS Online sites.
  • Manage SQL Server GIS Databases and spatial SQL queries.
  • Develop Dashboards, Web Applications, and Experience Builder within ArcGIS Enterprise.
  • Source GIS Data from Municipalities, Counties, Province, and other Open-Source repositories.
  • Develop Extract-TransformLoad (ETL) strategies and tools for GIS data in and out of Enterprise Databases.
  • Create workflows and sites to support strategic goals linked to Patrol Modernization.
  • Develop the rules that govern the use of data used to visually depict data on a map.
  • Ensure details of processes and business rules allow for replication of processes in future designs and modification of the mapping analytics software.
  • Implement current GIS technologies at the LPS, working individually or with external vendors and/or external agencies such as other law enforcement GIS groups.
  • Transform operational data into spatial data, update and maintain geodatabase, publish data on ArcGIS servers, and analyze spatial data using mapping software.
  • Perform GIS server maintenance and support duties.
  • Transform data for Business Intelligence / Analytics projects into maps.
  • Maintain details of processes and business rules to allow for replication of processes in future designs and modification of the mapping analytics software.
  • Work with Business Analytics Unit members to extract data from various databases and transform it into a visual representation of the data in a mapping environment.
  • Create and update shape files to merge topographical data with external data.
  • Advise on methodological approaches to business processes and location analytics.
  • Maintain GISrelated data business definitions and other documentation.
  • Other duties as assigned within the core competencies.

Requirements:


  • 4year Degree in Geography, Geomatics, Computer Science, or a related field, or equivalent.
  • Relevant certifications and designations (for example: GISP certification) preferred.
  • 34 years' relevant experience in Geographic Information Systems (e.g., mapping, geomatics, spatial analysis, writing code, macros, or automation with transforming, analyzing, or collecting spatial data).
  • Strong SQL skills with Spatial Data
  • Advanced problemsolving skills and judgement required for the analysis of broad and diverse problems requiring the development of solutions, often where policies and procedures are inadequate or not established.
  • Strong communication skills for regular contact throughout organization and with external contacts to give, obtain, and/or exchange, and/or discuss technical information or decisions requiring discussion or explanation to ensure full understanding
