Description

The Manager, Corporate Security, Risk and Compliance reports to the Chief Corporate Services Officer and examines and continually assesses the Corporation's security and risk requirements and is responsible for the FBCL corporate security plan.

The incumbent provides advice on corporate risk and is responsible for compliance activities.


Duties and Responsibilities

Corporate Security (40%)

  • Direct, monitor and manage the corporate security program for FBCL including:Personnel security screenings
Physical security
Sharing information with other government organizations

  • Responsible for the management of the corporate security program
  • Identify and recommend options to manage security risks
  • Analyze the current security readiness and provide insightful recommendations to ensure the safe operations of the bridge and its travelling public
  • Conduct research on best practices and government expectations on departmental and corporate security functions
  • Review and assess Security Plans for international bridges owned by FBCL
  • Collaborate with staff to define minimum requirements and potential vulnerabilities
  • Write and update security policy changes required to enhance a culture of security awareness
  • Lead the design and deployment of security training and awareness for all employees, executives and the public
  • Coordinate policyrelated activities such as directives, procedures and guidelines respective of the Treasury Board policy requirements
  • Develops, implements, maintains the overall corporate security plan

Occupational Health & Safety Program (20%)

  • Provide supervision to the Health and Safety Advisor role
  • Recommend health and safety goals and objectives
  • Recommend approval of site specific safety programs, safe work plans, policies, procedures, practices and job hazard analysis (JSA)
  • Accountable for the implementation of health and safety programs including but not limited to ergonomic assessments, hearing, working at heights, confined space, respiratory protection etc.
  • Ensure required and mandatory training requirements are understood and corporate wide compliance is reported on
  • Develop and recommend strategic Health and Safety goals and priorities to support organizational goals and objectives
  • Assess and manage health and safety risks
  • Ensure commitment to health and safety and report on compliance with applicable laws and regulations
  • Recommend innovative plans and processes to improve program functions
  • Create a culture of transparency and open communication as it relates to Health and Safety in order to achieve an optimal level of engagement from the employees
  • Develop positive relationships with key stakeholders, including government agencies and local business partners
  • Proactively address challenges in the internal and external environment to protect business interests (such as strikes, protests, blockades etc.)

Corporate Compliance (15%)

  • Lead procurement activities for internal audit services
  • Develop corporate response to annual audit plans and compliance requirements of the Corporation
  • Manage the audit contract and coordinating internal compliance reviews
  • Draft portfoliowide policies in accordance with FBCL and government guidelines
  • Liaise as required with various government, and nongovernment, agencies to deliver on mandate (such as Treasury Board, Public Safety, Health Canada, emergency services, MDOT, CBSA, CFIA etc.)

Enterprise Risk Management (15%)

  • Continuously monitor the Corporation's enterprise risk exposure; escalate and flag areas of concern
  • Oversee the strategic risk register including the enhancement of key risk indicators to monitor and enhance risk mitigation, reporting and compliance
  • Create Board and Board committee reporting; identify and implement opportunities to enhance Board and other risk related reporting
  • Provide assistance to IT security related matters or investigations
  • Investigate and assess emerging external trends & issues, industry advancements and material incidents across various industries and through external networks
  • Coordinate with senior management across the Corporation to support the alignment frameworks (i.e., incident, quality, etc.)
  • Write business systems requirements and project manage the deployment and ongoing maintenance of a new centralized risk event reporting system

Business Continuity and Disaster Recovery (10%)

  • Analyze our current business continuity and disaster recovery readiness and provide insightful recommendations on improving the corporate response
  • Conduct research on best practices and recommend to the CCSO various deployment strategies
  • Collaborate with staff to define minimum requirements and potential vulnerabilities
  • Identify opportunities and consider developing policy changes to enhance a culture of security awareness
  • Continuously update the Business Continuity Plan and ensure relevant information is included
