The Opportunity

Reporting to the Director, Airport Planning and Infrastructure, the Project Manager will manage the delivery of airport capital construction and maintenance project activities of varying size and complexity.

Working with the Airport Planning and Infrastructure group, the Project Manager will manage work to plan, assess, maintain, rehabilitate, and construct airport infrastructure while ensuring such activities are done in a timely, high quality and cost-effective manner.

The Project Manager will provide technical expertise and support to WAA departments and tenants.

Carry out studies and cost estimates for proposed projects, in cooperation with WAA's Real Estate, Commercial Development, Facilities, and Operations teams.

In addition will provide technical reviews and coordination for tenant development and 3rd party construction on airport property.


Responsibilities include:


  • Manage and support airport capital projects providing design services, contract administration, technical expertise and support to projects and operations.
  • Manage project performance and provide status reporting on work progress, cost control, safety, risk, quality and schedule.
  • Advance all phases of project implementation including planning, design development and coordination, public tendering, procurement, construction management, and contract administration.
  • Develop requests for proposals and tender solicitations for the execution of design and construction projects.
  • Manage the work of contractors, consultants, service providers, and internal staff. Instruct, supervise and mentor project support staff in performance of their duties.
  • Provide engineering assessments, technical recommendations and support for airport operations, facility maintenance and project planning.
  • Produce designs for airport and civil infrastructure in AutoCAD Civil 3D.
  • Prepare, review and interpret construction drawings and specifications for bid packages.
  • Monitor works for compliance with regulations, laws, rules, specifications and procedures set forth by governing bodies.
  • Manage, understand, interpret and enforce contracts, contract documents, specifications, drawings, and schedules.
  • Negotiate and request major purchase orders, progress payments, monitor project progress, payment certifications and schedule conformance.
  • Coordinate actions, schedule and communicate with internal and external parties.
  • Conduct construction site inspections, work layout, and quantity measurements.
  • Communicate effectively with project staff, contractors, consultants, and the public.
  • Work independently and collaboratively within a team environment.
  • Other duties as assigned.

Requirements:


  • Postsecondary degree or Diploma in Civil Engineering or related a technical discipline.
  • 510 years of progressive work experience; managing complex civil or building construction projects.
  • Registration as P. Eng. with Engineers Geoscientists Manitoba or designation as Certified Engineering Technologist (C.E.T) with relevant work experience
  • Additional training and/or certification in project management, building code, construction contract administration, construction specifications, and LEED are assets.
  • In depth Knowledge of engineering design, quality management processes, budgeting and project management.
  • Contract management experience in design and construction works, with experience in the heavy construction industry.
  • Understanding of civil infrastructure, pavement design, condition assessments, building systems, building materials, standards, methods and procedures, construction specifications, construction law, safety, regulations, codes, and bylaws. Knowledge of building architectural, electrical, mechanical, and structural systems is also an asset.
  • Demonstrated design experience with municipal & civil infrastructure.
  • Knowledge of airport specific engineering practices, Transport Canada Aerodrome Standards (TP312), airport operations, and maintenance procedures is considered an asset.
