- Provide technical support, management, and leadership for the division and to the General Manager of Infrastructure.
- Develop and administer the annual and long-term capital and operating budgets for the Utilities division.
- Receive, solve, and respond to Public inquiries, needs, and requests.
- Liaise with neighbouring municipalities, regional districts, provincial and federal government departments.
- Provide information to Council, staff, media, and the general public concerning existing and proposed policies, practices and programs.
- Support and participate in the City's Emergency Response programs and Emergency Operations Center
- Provide effective leadership and management of division staff including hiring, performance management, coaching, training, etc.
- Establish, guide and maintain appropriate stakeholder relations.
- Demonstrated ability to develop workable policies, procedures, and bylaws that strengthen the organization.
- Proven ability to conceptualize and implement strategic initiatives.
- Strong interpersonal and leadership skills, and ability to communicate both publicly and at all levels of the organization.
- Strong problem-solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses.
- High level of integrity and dependability with a strong sense of urgency and results-oriented.
- Exceptional analytical skills and knowledge of asset management principles.
- Understanding of utility financing, including rate structures and billing practices
- Strong budget development and financial management knowledge and experience, including financial management of utilities specifically.
- Computer literacy in all Microsoft Office software.
- Civil Engineering Degree supplemented with Local Government Administration, Leadership, and Management Courses or Training.
- Designation as a Professional Engineer (P.Eng)
- Emergency Operations training would be an asset.
- Minimum of 7 years working in a high-level utilities environment supplemented with 5 years experience managing staff in a municipal or unionized environment.
- Diverse experience working in different areas of water and wastewater utilities would be an asset.
- Valid Class 5 BC Driver's License.

The City of Penticton is looking to fill the position of Utilities Manager in our Infrastructure Department. The Public Works division keeps our community safe by providing clean, safe drinking water, a reliable sanitary sewer system, and storm-water drainage to help prevent flooding. This division manages the roads in our community, as well as the City's parks and cemetery. To help support these services, as well as those delivered by other departments, the Public Works division also manages the City's fleet of vehicles.
Reporting to the General Manager of Infrastructure, the Utilities Manager is responsible for leading a diverse and complex team including both unionized and exempt staff that are responsible for the operation and maintenance of the City's water and sewer distribution systems, water treatment plant, and advanced wastewater treatment plant. The Utilities Manager regularly makes high-value decisions based on resources, risks and budget, and supports the City's emergency response programs. The Utilities Manager carries the overall responsibility for the budgeting, decision-making, health and safety, administration and maintenance of municipal services related to the public works division and participates on the Infrastructure management team alongside the Engineering, Public Works, and Energy and Environment divisions.
