Primary Duties

  • Assist in identifying, directing, coordinating and executing on site job activities as they pertain to Wastewater Treatment Operations and Utilities Kingston's policies and procedures.
  • Provide direction to Operators with regard to operation and maintenance of the systems which meets or exceeds the requirements of all relevant legislation and regulations, and Utilities Kingston policies and procedures.
  • Ensure the efficient and safe operation of the Wastewater Treatment Facilities within the City of Kingston.
  • Provide coverage for the Supervisor as required.
  • Function as Overall Responsible Operator (ORO) for the Wastewater Treatment subsystem as required.
  • Work with and assist Supervisors with operational and maintenance responsibilities.

Education, Certification and Other Qualifications Required

  • Post-Secondary diploma in an Environmental, Civil Engineering Technology or related field, or an equivalent combination of education and experience is required.
  • Class 4 licence in Wastewater Treatment is required.
  • A minimum of 5 years of experience in a directly related field with similar Class systems is required.
  • Certified Engineering Technologist (C.E.T.) certification with Ontario Association of Certified Engineering Technicians and Technologist (O.A.C.E.T.T.) is desirable.
  • Excellent knowledge, understanding, and technical proficiency in the Occupational Health and Safety Act & Regulations is required.
  • Good knowledge, understanding, and technical proficiency in Construction Standards & Procedures, Emergency Preparedness Procedures and SCADA is required.
  • Good knowledge of Operation and Maintenance Standards & Procedures, Treatment Unit processes, lab procedures and techniques, sampling procedures and techniques is required.
  • Basic technical knowledge and understanding of planning, budget preparation/analysis, contract management, purchasing policies is required.
  • Basic technical proficiency and understanding of Microsoft Office Suite of Products, SCADA, CIS.
  • Effective supervisory, planning and interpersonal skills.
  • Ability to be organized, resourceful, selfmotivated and to make accurate timely decisions under stressful conditions

Special Working Conditions/Conditions of Employment

  • Criminal Police Information Check (CPIC).
  • Maintain the required licences, trades, certification and/or professional designation associated with the position.
  • Valid Glass G drivers license.
  • Participate in the core training, competency maintenance training and competency enhancement training required of the position as outlined in the DWQMS Operational Plan.
