Your Opportunity

Your Key Responsibilities

  • Assist in conducting due diligence assessments on behalf of our development clients looking to acquire new land holdings, with a focus on establishing hard cost budgets and assessing construction risks and primary cost drivers for land development projects.
  • Assist the design team in reviewing designs from a construction sequencing/ constructability perspective to ensure projects are delivered to our clients as effectively and efficiently as possible.
  • Prepare Tender packages based on Engineering Drawings supplied by our design group, including drafting project specific Special Provisions as required and ensuring the appropriate contract documents are compiled/ customized to suit the needs of the project and client.
  • Liaise with bidders and clients to address any scope exclusions or other limitations and ensure that the needs of the client are met and risks eliminated or reduced to the extend possible prior to contract award and execution.
  • Oversee and liaise with Land Development Construction Coordinators to ensure they are fulfilling their project obligations onsite and otherwise.
  • Chair and manage Preconstruction and Construction Progress meetings.
  • In conjunction with the Land development Construction Coordinators, liaise with project sub consultants and other project stakeholders to ensure all project needs are being met. As the civil consultant, Stantec is often the Prime Consultant on our project files and as such are responsible for overseeing the scope of subconsultants and ensuring overall successful project delivery.
  • Act as Payment Certifier on the projects you are involved with and review/ certify the Payment Certificates (as well as Change Orders, Site Instructions, etc.) prepared by the Land Development Construction Coordinators in accordance with the latest Prompt Payment terms of the Construction Lien Act.
  • As required, support the Land Development Construction Coordinators in reviewing and responding to contractor documentation such as RFI's and Shop Drawings.
  • Prepare cost estimates of land development construction works for both development agreements and client proforma/ budgets.
  • Work with clients, consultants, contractors, suppliers, regulatory agencies, and all other project stakeholders as required to meet overall project objectives.
  • In conjunction with the Land Development Construction Coordinators, review construction sites and construction documentation as needed to provide final Engineering Certification (or work with the Project Manager/ Design Engineer to do same as applicable).
  • Liaise with municipalities to facilitate the timely return of securities as applicable at project milestones.
  • Be responsible for ensuring all obligations of Development Agreements (site plan, subdivision, spine services, etc.) are fulfilled in a timely manner on behalf of our clients.
  • Train junior staff in new skills (namely Land Development Construction Coordinators) as needed.
  • Manage project budgets, including issuance of invoices to clients and securing payment.

Qualifications

Your Capabilities and Credentials

  • Extensive knowledge of land development construction.
  • Experienced in project planning, risk management, cost management, schedule management and preparation/administration of contract documents and specifications.
  • Familiarity with sewer, watermain, and road construction materials, methods, and processes common in the Province of Ontario including OPSS/ OPSD and experience interpreting Municipal Design Criteria and Standards.
  • Ability to interpret construction drawings and specifications.
  • Ability to oversee, lead and train junior staff.
  • Computer skills including Microsoft Outlook, Word, Excel, and Adobe/ Bluebeam (i.e. for PDF markup). Knowledge of AutoCAD Civil 3D is considered an asset basic AutoCAD Civil 3D drafting training will be available for those interested in developing drafting skills.
  • Valid Ontario Class 'G' Driver's License and dedicated access to a reliable vehicle for use on / off project sites.
  • Excellent interpersonal skills and ability to deal effectively with the Project Team, Clients, and Contractors in the resolution of construction issues.

Education and Experience

  • CET or P.Eng. designation is preferred.
  • 35 years (or more) direct experience in a construction role within the land development industry is preferred, although a similar combination of skills and experience will be considered.
  • RCSI or RCCA designation is considered an asset.
