Summary:

Responsible for the supervision, adaptation, and continual improvement of Health, Safety and Environmental (HSE) programs, policies, and procedures at the supported terminal(s).

Ensures transportation management team and applicable employee drivers and/or contracted owner/operators (and respective employee drivers) maintain compliance with federal, state, and local regulations and company policies and procedures.

Conducts onboard HSE-related training, and retraining as necessary, and performs continuous auditing and inspections to foster HSE success.


Key Responsibilities:


  • Maintain a working knowledge and ensure compliance with federal, state, and local government regulations to include, but not limited to:
  • The Transport Canada Motor Carrier Division.
  • The Transport Canada's Pipeline and Hazardous Materials Safety Administration (PHMSA)
  • The Canada Centre for Occupational Health and Safety (CCOHS)
  • The Canadian Environmental Protection Act (CEPA)
  • The Concurrent Operation of Federal and Provincial Laws in Canada agency Motor Carrier Safety/Enforcement Departments
  • Support the company's commitment to "_Constant Care"_ by ensuring regular risk analyses of the terminal(s) you support are conducted and ensuring identified risks are communicated and either mitigated or addressed by the local Incident Management and Business Continuity Plans
  • Serve as the terminal point of contact for Health, Safety, and Environmental (HSE) efforts ensuring the local management team is knowledgeable of all relevant, HSErelated activities taking place: locally, regionally, and nationally.
  • Support local terminals with Transport Canada Drug and Alcohol Clearinghouse activities.
  • Approve all New Applicant Driver Qualification Files and ensure all drivers maintain Minimum Qualification standards, additionally, conduct regular audits/inspections to ensure same
  • Ensure all vehicles are maintained in compliance with vehicle inspection and maintenance regulations and company expectations: conduct regular audits and physical inspections to ensure same
  • Lead the accident reporting process and work with local leaders to identify causal factors and develop proactive methods to reduce accidents; maintain a Transport Canada Accident Register for the terminal(s) you support and ensure applicable postaccident Transport Canada drug/alcohol testing is completed, as required per Transport Canada, within allotted timeframe.
  • Develop and maintain tracking tools which measure the effectiveness of the company's compliance efforts and communicate these results to both local and senior leadership within the company on a regular basis, to include but not limited to:
  • Hours of Service (ELD and/or paper records)
  • Drive CAM
  • Monthly Maintenance
  • Driver Qualification
  • Vehicle Qualification
  • Training
  • Conduct regular audits of the terminal(s) you support and report findings to senior managers
  • Work with local management team to address any noncompliance issues regarding drivers and/or vehicles in a manner that fosters effective decisionmaking regarding HSSE programs/procedures
  • Conduct HSSE related training for both local management and drivers, to include but not limited to:
  • Defensive Driving
  • Accident Investigation and Postaccident Procedures
  • Effective Road Testing and Ridealong Procedures
  • Transport Canada, Company, and Terminal HSSE Compliance
  • Perform other jobrelated duties as directed.
