The Strategy and Innovation Branch (SIB) supports the Public Service Commission's (PSC) broader strategic and transformation agenda by providing central coordination of department change initiatives, including strategic and operational planning, project, project portfolio and change management services, as well as government-wide workforce analytics and reporting, and the development and implementation of evidence-based workforce legislation and policies.

Qualifications:
Essential:
- Experience developing and implementing effective consultation and robust multichanneled communication strategies focussed on fostering employee engagement
- Experience with, and an understanding of, different mediums and tools used in communication and/or engagement design and delivery
- Demonstrated facilitation and collaboration skills with diverse and broad stakeholder groups
- Excellent written communication skills
- Excellent verbal communication skills
- Project management skills with experience setting priorities and effectively managing multiple projects simultaneously
- Change management experience, including the ability to create buyin, build momentum for change, leverage opportunities for innovation and find creative solutions to issues
- Strong political acumen and interpersonal skills with the ability to quickly develop and maintain effective partnerships and working relationship with diverse stakeholders
- Ability to identify and analyze trends, opportunities and threats and develop appropriate communications and engagement strategies to address
- Ability to work independently and take initiative
Desired:
- Certification or training in change management, innovative methodologies and/or project management (e.g. Prosci, Project Management Professional, PRINCE2)
Duties:
Reporting to the Director, SIB, the Strategic Communications Specialist supports the objectives of the PSC to effectively communicate and engage Manitoba's public service in the work of the department through the development and execution of a strategic communications plan.
The Strategic Communications Specialist collaborates with the Communications and Engagement Division, and serves as an internal communications lead for the department - driving communications in a dynamic and effective way, increasing awareness, transparency, engagement and influencing cultural change.
