AREA OF RESPONSIBILITY:

To initiate the core components of the Urban Forest Management Plan. To examine and create new policies surrounding tree protection/tree removal permits and urban forestry planting efforts. Acts as a key driver for Brampton's Million Tree Program. Works with various stakeholders to ensure Brampton's urban forestry needs are met.

To create and implement new policies and procedures surrounding new and existing development and all activities in which the urban forest is impacted.

Represents the Division at meetings, briefings, small claims court, provincial court, municipal standards appeal hearings and inter-agency and inter-divisional meetings.

Provides project management support and leadership, in co-operation with the City Forester's Office related to development and improvement of tree bylaws, policies, and maintenance practices.

STAFF MANAGEMENT

  • Supervises the daytoday operation of all assigned staff, including the scheduling, assigning, and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
  • Provides guidance and oversight to staff, including the compliance and enforcement unit of the City's various tree and natural feature protection bylaws, current industry standards/techniques and internal practices and policies affecting Urban Forestry.
  • Supervises the administration of accounts associated with the assigned portfolio, which may include capital accounts, operating accounts, and budgets associated with funds from other City divisions
  • Motivate and promote continuous learning and innovation amongst staff.
  • Supervise, train and ensure to high standards of quality work and organizational performance from assigned staff.

- **OPERATIONAL SUPPORT*
  • Create and implement a tree protection and plan review policy and program.
  • Provides project management support and leadership, in cooperation with the Forestry Supervisor and Manager related to development and improvement of tree Bylaws, policies, and maintenance practices.
  • Provides information, and training and promotes compliance on tree protection, bylaw administration, provincial statutes, tree hazard assessment, etc., for City Council, other City staff, industry professionals, permit applicants and members of the public.
  • Coordinates the purchase of supplies, equipment, including development, administration and invoice reconciliation and approval, and provides ongoing control of the allocated budget for their area of operations.
  • Supervises the inputting, updating and reporting through various databases.
  • Liaises and negotiates with builders and utilities to ensure adequate protection measures are taken for tree preservation and health.
  • Liaises with other City divisions and utilities on road widening and street improvements, related to existing and proposed trees.
  • Prioritizes activities and requests for compliance inspection, using database management systems, balancing workload, and ensuring appropriate response to requests, investigates and maintains records of complaints, conflicts and problems relating to City trees and/or divisional operations, and takes appropriate action to resolve.

- **CORPORATE CONTRIBUTION*
  • Foster, develop and assist in planning Brampton's One Million Tree program.
  • Acts as key initiator of Brampton's Urban Forest Management Plan
  • Examine, develop, and update all process and policies surrounding tree removal permits and tree protection.
  • Work with various user groups both internal and external to review all matters pertaining to tree removal and tree protection / replanting.
  • Assist in developing and delivering various Urban Forestry outreach events including tree planting events, tree information events etc.
  • Complete and continually update/revise Brampton's tree inventory.

SELECTION CRITERIA:


EDUCATION:


  • Bachelor of Science Degree in Forestry or related discipline, or equivalent combination of education and experience

REQUIRED EXPERIENCE:


  • 510 years progressive experience in urban forestry in a municipal environment. Particularly surrounding planning, tree protection, project management and tree health

OTHER SKILLS AND ASSETS:


  • Extensive experience in urban forestry operations, environment
