The Department of Housing, Addictions and Homelessness is organized into several divisions that are responsible for a wide range of programs and services that are delivered by the department, or by community-based partner organizations.

Manitoba Housing provides a wide range of subsidized housing throughout the province of Manitoba. We partner with other governments, community organizations and private groups to create safe and affordable housing.

Qualifications:

Essential:


  • Completion of postsecondary education in commerce, business, finance or accounting. An equivalent combination of related training and experience may be considered.
  • Experience and expertise analyzing financial statements and operating budgets, making recommendations and directing appropriate solutions.
  • Exceptional interpersonal skills with the ability to establish and maintain working relationships with a wide variety of stakeholders utilizing a high degree of professionalism and diplomacy.
  • Strong organizational and time management skills.
  • Excellent written communication skills including the ability to draft correspondence for politically sensitive matters.
  • Excellent verbal communication skills with the ability to discuss matters with parties of differing backgrounds andinterests, paired with developed political acumen.
  • Excellent problem solving skills, including the demonstrated ability to exercise sound judgement for unique, complex and sensitive situations.
  • Demonstrated knowledge and experience with word processing and spreadsheet development using Microsoft Office Outlook/Excel/Word/PowerPoint.

Desired:


  • Property management experience and knowledge of the real estate market and mortgage underwriting/default management.
  • Knowledge of the National Housing Strategy.
  • Ability to communicate effectively in French.

Duties:

The Portfolio Manager (PM) is responsible for developing strong professional relationships, providing trusted functional leadership and oversight for increased capacity to the Non

  • Profit and Cooperative (Coop) Housing Boards; responsible for ensuring that these groups are in compliance with federal/provincial regulations, policies, procedures and management agreements of those groups falling under the Social Housing Agreement. These groups provide homes for the most vulnerable and hardtohouse population including lowincome families, seniors and singles, persons with physical disabilities, addictions and mental health issues. Overall, the key function is to ensure housing Boards are selfsustaining; fully functional and financially viable beyond the term of their funding agreements; and in the case of the directly owned units, provides direct supervision and leadership to the sponsor groups to ensure the units are being run to an acceptable standard.
