PURPOSE OF POSITION


Under the direction of the Inspector i/c Quality Assurance the incumbent will oversee and administer the activity of personnel in relation to the day-to-day operations of the Communications Section.

The responsibilities of this position include supervising and scheduling call takers and communicators personnel, answering any questions and concerns from employees, community organizations, and the public.

Liaising closely with Information Technology (I.T.) personnel and with members at all levels of the organization, other police, and related agencies.

The incumbent is required to address day-to-day inquiries and concerns with subordinates.


The Communications Section Manager, in the performance of their duties, shall ensure a safe work environment, respect, and protect human dignity and maintain and uphold the human rights of all persons.


SUMMARY OF DUTIES AND RESPONSIBILITIES

Oversee unit operations.

  • Supervise in relation to the daytoday operations of the Communications Section.
  • Undertake appropriate scheduling of human resources for the Communications Section.
  • Determine needs (human and technical) to ensure the efficient and effective operation of the Communications Section.
  • Provide input with respect to budgets for the Service's Communications Section.
  • Ensure the maintenance of Communications equipment.
  • Make recommendations about the purchase of technological resources.

Participate in the hiring process, supervise, and engage Communications members.

  • Audit, track performance and evaluate personnel as required.
  • Monitor radio/MWS transmissions to ensure adherence to Policy & Procedures, Routine Orders and other guidelines pertaining to the operations of the Service and the Communications Section.
  • Complete Annual Development Plans as required.

Oversee and participate in training programs and activities.

  • Ensure that members of the Communications Section participate in required training.
  • Monitor for training needs and resources.
  • Oversee enrollment and ensure members complete prerequisite courses.

Support organizational improvement.

  • Identify issues and opportunities for improvement in all areas of the Communications Section.
  • Ensure best practices are implemented and maintained.
  • Implement new programs and technologies intended to increase efficiency and modernization.

Participate in meetings and working groups.

  • Liaise with 911 partners.
  • Attend and participate in meetings, conferences, working groups or other such activities intended to enhance the operation of the Communications Section.
  • Liaise with other industry experts.

Recommend quality improvement standards.

  • Work in cooperation with IT personnel while planning, organizing, directing, controlling, and evaluating the operations of information systems.
  • With the assistance of IT personnel, direct or coordinate the troubleshooting hardware, software and network operating systems that impact the Communications Section as required.
  • Regularly evaluate policies and procedures to ensure continuous quality improvement within the section.

Prepare and review reports.

  • Research and prepare reports and presentations pertaining to specific issues related to the Communications Section.
  • Share reports with authorized personnel.

Adhere to relevant policing legislation, policies, and procedures.

  • Provide input concerning the maintenance of and ensure adherence to Policy & Procedures, Routine Orders and other guidelines pertaining to the operation of the Communications Section.
  • Ensure communications are recorded and retained in accordance with Service policy.
  • Ensure technical or procedural issues related to the operations of the Communications Section are addressed.
  • Ensure that Communications members have reviewed policies and procedures, routine orders, and other relevant documentation. Perform additional duties as required.

Knowledge

  • An understanding of the organizational structure, Routine Orders, Policy and Procedures, CALEA standards and practices within the Service, as it pertains to duties performed.
  • An understanding of the _Police Services Act_
  • Adequacy Standards and other relevant legislation, particularly in relation to communications and CPIC.
  • Working knowledge of PARIS, CPIC, CAD, RMS, and GPS.
  • Working knowledge of Microsoft Office software, specifically MS Word and MS Excel
  • Working understanding of all Brantford Police Service collective agreements. Working understanding of the PRIDE System cooperative.
