Manager, Contract Management CCC-7


The Manager, Contract Management, reports to the Director, Contract Management and is responsible for providing leadership, supervision and direction of CCC's operations within the Contract Management group.

This includes the oversight and management of a team involved in the management of international contracts and international trade programs for a wide range of Canadian exporters of goods and services to foreign governments, international agencies and foreign private sector buyers.


Roles and Responsibilities

  • Provides leadership, supervision, mentoring and direction to employees by communicating the corporate vision and objectives, fostering an environment that motivates team members, and providing the necessary support for individual and team success.
  • Manages the performance of team members, recognizes employee contributions, creates learning opportunities consistent with employee and corporate objectives, identifies and manages training requirements in line with an employee's learning plan; develops and implements plans to maximize employee performance.
  • Provides guidance, training and professional development on business development and contracting activities, contract management and risk assessment techniques and procedures.
  • Represents the CCC in complex negotiations of commercial contracts between Canadian suppliers and foreign buyers, which may be negotiated outside Canada, in foreign environments.
  • Exercises contract signing and approval authority.
  • Facilitates the resolution of political, technical and financial issues related to the execution of complex or highprofile export business transactions and develops specific opportunities into formal proposals. Works with crossfunctional teams and staff in resolving complex postaward contracting issues.
  • Identifies and evaluates opportunities for the sale of Canadian goods and services in international markets.
  • Develops and maintains effective business relations with representatives of domestic and foreign governments, international agencies, foreign private sector buyers, export trade intermediaries, other Canadian departments/agencies, financial institutions, CEOs/Managers of small, medium and large Canadian exporting firms, and trade development/industry associations.
  • Provides input to the annual budget/corporate plan, and business plans, develops a team business plan, monitors team performance against the business plan, reports on results, allocates project files to team members and monitors progress.
  • Provides input to the Corporation's operational planning and policy development processes and prepares a variety of reports for senior management.
  • Organizes and delivers briefings and presentations to senior Corporation managers, Board of Directors, staff representatives of Canadian industry, foreign buyers, and other government departments on CCC's business activities.

Requirements:


  • Completion of a University degree in commerce, business administration, finance, law or a related discipline. Alternatively, an equivalent combination of education and experience. Postgraduate education would be an asset.
  • 8 or more years of demonstrated relevant experience in procurement, contract management, finance, or project management, preferably in an international business environment.
  • Bilingual (English/French) C-BC imperative. Fluency in additional languages would be an asset including but not limited to Spanish and/or Arabic.
  • Experience in resolving complex export contracting transactions with foreign governments, international agencies or foreign private or public sector buyers involving unique financial structures.
  • Experience in project management as well as in project and program risk analysis, contract negotiation, business development, and international sales/marketing; risk management, contract management, and contract financial administration.
  • Experience in business and operational planning and program execution.
  • Experience in providing advice to senior managers.
  • Demonstrated leadership and team management experience and/or experience mentoring junior staff and providing guidance and training.
  • Extensive knowledge of the international business milieu and foreign government procurement practices in the defence, security, commercial and major infrastructure sectors.
  • Extensive knowledge of business/economics and marketing, business and project development strategies and techniques.
  • Knowledge of the role of the Government of Canada in international security and humanitarian efforts.
