    The Health System Strategy, Design and Engagement team of Ontario Health Toronto Region is responsible for designing Regional strategies for delivering on Ontario Health and Ministry priorities in the local Toronto context.

    The team leads the strategy, design, and implementation of strategic initiatives, including health equity, strategies that support equitable populations, and strategic partnership initiatives.

    Additionally, the team has responsibility for engagement with patients and caregivers, with our Francophone and First Nation, Inuit, and Métis communities as well as equitable populations within Toronto such as Black populations.


    The Health Equity Lead, Indigenous populations works closely with the Strategy, Design, and Engagement Team in building and maintaining Ontario Health Toronto's evolving engagement and health equity strategies in alignment with Ontario Health's broader Equity, Inclusion, Diversity, and Anti-Racism portfolio and the Indigenous Health Equity portfolio.


    The role has responsibility for engagement with regional and provincial partners from First Nations, Inuit, Métis and Urban Indigenous (FNIMUI) communities and organizations and will assist the region in improving the health status of Indigenous peoples by developing mechanisms to implement system-level change within the Region to create culturally safe learning, working and patient care environments.

    The mechanisms will increase the availability of services to Indigenous People and improve access to those services.


    As part of the Design, Strategy, and Engagement Team, the Health Equity Lead, Indigenous Populations, will support broader engagement activities including patient, caregiver, and community engagement efforts with FNIMUI communities, organizations and partners.

    The position collaborates with others within the organization and across the region to develop and implement strategies for FNIMUI engagement, health equity, and overall regional engagement that will ensure care delivered reflects Indigenous and equity-deserving populations' voices and is responsive to their needs, values and preferences.

    This position acts as the first point of contact, both internally and externally, for Ontario Health Toronto's FNIMUI engagements.

    It provides insights into and manages community issues and concerns, provides support to other Ontario Health program areas in identifying and implementing appropriate communication and strategic direction, and liaises with the Ministry and Indigenous community groups on health issues.

    This role is responsible for driving change related to the health of Indigenous people in order to achieve improved patient experience, provider experience, health outcomes and value for money.

    Builds, motivates and supports a high-performing, sustainable team to work collaboratively in supporting the mission of Ontario Health

    Represents the Ontario Health direction and mandate in a professional manner

    Represents the Region on a variety of provincial, regional and local committees and project teams to develop initiatives to provide integrated and quality patient care

    Develops and maintains a professional and collaborative relationship with service providers and other community partners

    Works with community partners and stakeholders regarding the planning and provision of service delivery at both a system and organizational level

    Leads and/or participates on internal Ontario Health projects and committees to develop and implement strategies to improve system integration

    Provides support to senior management by identifying the impact of proposed changes

    Cultivates an encouraging, supportive and results-focused environment among regional health system partners that promotes open, respectful dialogue and allows for the successful achievement of outcomes

    Writes detailed reports, completes templates as needed in relationship to health system partners and projects

    Works across regional departments to complete tasks on shared projects

    Health Leadership

    Liaises with regional, provincial partners and Ministries on Indigenous affairs, and provides direction to local leads and planning tables

    Builds relationships and partnerships with FNIMUI communities in support of ceremonial protocols, events, workshops and other activities

    Establishes and spearheads a Region approach to share information, learnings, quality practices and approaches

    Leads engagement with community partners and members, with opportunities to share within and across the Region

    Leads engagement with Indigenous Leadership and community members, with opportunities to further advance and develop cultural competency, and share opportunities and leading practices within and across the Region

    Collaborates with internal and cross-regional colleagues to support understanding and advancement of strategies to address challenges and opportunities for Indigenous communities

    Leads and oversees completion of any related required ministry reporting and process implementation (i.e. redevelopment call for proposals) on a timely basis

    Acts as a subject matter expert in the areas of planning, facilitation and leadership as well as the specific details of Indigenous affairs/planning

    Represents Ontario Health and completes deliverables in provincial projects as related to his/her portfolio as directed

    Project & Change Management

    Maintains an awareness of current issues in the health care system related to strategic priorities and key result areas, with a particular emphasis on issues related to the implementation of change initiatives

    Creates value-added processes that support the completion of core regional work

    Identifies projects necessary to accomplish strategic goals, assigns project managers and other resources, monitors progress, and maintains updated project records

    Completes required Ontario Health and ministry reporting on a timely basis

    Manages projects and employs the clinical and operational expertise of service providers and other partners to realize optimal outcomes

    Other duties as assigned

    Here is what you will need to be successful:

    Education and Experience


    Post-Secondary degree in health administration, health planning, business administration, research or relevant field or the equivalent combination of education, training and experience.


    Minimum of five years management experience in complex and dynamic health care environments in the public and/or private sectors in health care service delivery management.

    Minimum three (3) years experience working in Indigenous programs related to health education.

    Preference will be given to individuals with lived experience in a FNIMUI community.

    Preference for candidates with understanding of OH Toronto Region Indigenous languages.


    Good working knowledge of FNIMUI health planning processes and the jurisdictional issues associated with the delivery of Indigenous health care services.

    Good understanding and sensitivity to federal and provincial FNIMUI health planning processes.

    Experience building and nurturing relationships with Indigenous communities, Leaders, Elders, Language-Speakers, Oral Historians and Knowledge Keepers.

    Knowledge of the Ministry of Health (MOH), Ministry of Long-Term Care(MLTC) and the health care system in general

    Knowledge of the evolving role of Ontario Health , and the issues and priorities within the healthcare sector and how these impact service delivery and patient/provider experience

    Demonstrated information-gathering techniques and resources.

    Proven ability to be a productive team member and lead project teams.

    Understanding of the Ontario health care system, its stakeholders, programs and issues.

    Expert knowledge of planning models and approaches, recognizing the broader trends in health care policy and system development.

    Experience in process improvement methodology is an asset.

    Experience in project management methodology, including use of project management software, is an asset

    Demonstrated mentorship skills including inspiring and motivating staff to achieve outcomes; effective team building techniques; demonstrating commitment to mission and values; and functioning effectively with tact and diplomacy while handling stressful issues.


    Effective communication skills including listening, presenting, articulating conveyance of messages in an honest, open, transparent and straightforward style; strong writing skills with experience in writing business cases, briefing notes, funding proposals and evidence based reports.
