Position Purpose


The Contract Administrator, Forestry Services will provide support to Forestry Services and Road Operations crews and planners so that the division's vegetation management programs comply with the department's goals and objectives.

This position will be responsible for supporting in the development and distribution of effective communications for removal, replanting, and stumping activities to affected landowners; updating GIS and written records to provide program updates and performance reports for management; managing billings; approving works completed; coordinating on site and program activities to comply with the contract; contacting affected landowners in assigned area to conform to the overall work plan developed by the Town; as well as managing conflicts and resolve issues on tree identification and work delivery independently.


Minimum Qualifications

  • Completion of postsecondary education in forestry management or arboriculture or related discipline; ISA certified arborist is an asset
  • Minimum 1 year related fieldbased experience including the operation, routine maintenance and safe use of related equipment;
  • Minimum 1 year related contract administration experience including contractor management and performance management and reporting;

Position Summary

Responsibilities

  • Provides support in contract document development.
  • Coordinates various maintenance activities and infrastructure replacement and rehabilitation contractor activities.
  • Evaluating and analyzing Forestry contracted activities and project deliverables to identify recommendations for efficiencies and opportunities for improvement.
  • Under the direction of the Manager or delegate, identifies operations that require the support of external contractors and service providers.
  • Prepares contract specifications and statement of work (service delivery, materials, equipment etc.) and ready for review in final draft form.
  • Supports the competitive procurement process (Request for Tender, Request for Quotation, Request for Proposal) in conformance with the Town's procurement policy.
  • Procures, awards, and administers approved contracts through to completion of the contract in consultation with management.
  • Provides contract administration activities including award, instruction notices, change directives, change orders, damage notices and overall analysis of data.
  • Reviews and approves payment certificates and invoices, while ensuring prompt payment of accounts payable.
