Position Overview


This position is responsible for the daily supervision of the Site Plan Review team of the Planning Implementation section and oversees the processing and review of various planning implementation processes such as: site plans; condominiums; minor variances; consents; part lot control; lifting of holding zones; Niagara Escarpment permits; cemeteries; and sign variances.

This role is an integral member of the Community Planning Department in achieving the City's customer experience, land use and growth objectives.


Responsibilities
The Coordinator of Site Plan Review will be responsible for:

  • The day-to-day supervision of the Site Plan Review team, including assigning work, motivating, training, skill development, and carrying out performance evaluations of staff.
  • Promotes and encourages an environment of open communication, collaboration, empowerment and trust for staff.
  • Adapt workplans and lead team resources to align with emerging priorities.
  • Monitors the status of Site Plan Review team development processes to ensure that design quality, time targets and statutory deadlines are met, and recommends changes to the system to ensure targets are met or exceeded.
  • Provides advice and information to staff, the public, development industry, Council, and external agencies related to the Site Plan Review team.
  • Assist team members with problem solving and delivering good planning outcomes.
  • Responsible for the maintenance and updating of the property information system as it relates to Site Plan Review team processes.
  • Works with other Coordinators in Community Planning to ensure alignment with policy initiatives and development services.
  • Works cohesively with all development services staff to ensure seamless coordination and implementation of a one window approach to development review.
  • Appears before the Ontario Land Tribunal and other tribunals to give expert Planning evidence on the City's behalf as it relates to planning matters.
  • Participates on division and corporate teams in the review of issues and establishment of positions and strategies on matters of corporate interest.
  • Authors or coordinates staff reports and recommendations, presentations at neighbourhood meetings, open houses, and public meetings of standing committees of Council.
  • Has signing authority for some Council delegated approvals.
  • Provides regular feedback to the Manager with updates on work program. May be required to act/represent the Manager when requested/required.

Requirements:


Qualified applicants have successfully completed a four (4) year University Degree in Planning or related field and hold membership in the Canadian Institute of Planners (MCIP, RPP) or equivalent.

The role requires at least five (5) years of relevant professional planning work experience, including two (2) years spent in a supervisory capacity.

This position will require occasional travel between sites and/or City facilities. Strong organizational, project management and change management skills are desirable.

A thorough knowledge of Site Plan Review, Ontario Planning Act, related regulations and procedures is essential.

Proven leadership ability to lead and empower a team of planning professionals is required along with the ability to collaborate with government, industry, community, City Council and corporate partners, make sound recommendations and navigate competing priorities and agendas successfully.

Significant project management experience is required as are effective communication skills and a commitment to providing exceptional customer services.
