Emergency Management Ontario (EMO), Treasury Board Secretariat, is expanding to meet the future needs of Ontarians and Indigenous Peoples. Come join our team as an Emergency Management Program Coordinator in the Indigenous Engagement and Support Programs Unit.


About the Position


This position leads, coordinates, and provides senior-level support and expertise to the development, maintenance, and implementation of progressive and comprehensive emergency management programs for a specific functional area (i.e., Indigenous programs) in compliance with legislation, emergency plans, agreements, and emergency management policies.


Working within the Indigenous Engagement and Support Programs Unit, this position helps to ensure that culturally appropriate emergency management (EM) supports for Indigenous communities are considered in the design and implementation of provincial emergency management programs, plans and response activities.

The position also supports provincial EM coordination with Indigenous communities, the federal government, and other communities, and establishes linkages with existing programs across ministries (e.g., social services, health, transportation, etc.).

in Toronto, Ontario, on a Hybrid Remote Work model (3 days in office); however, alternate work arrangements may be available.

What can I expect to do in this role?: In this role, you will:

  • Work collaboratively to plan and develop programs that aid in the ongoing efficient and effective delivery of progressive and comprehensive emergency management activities within Ontario, specifically considering and incorporating perspectives of Indigenous communities, including, but not limited to, Indigenous law, governance models, worldview, practices (i.e., consensus-based decision
- making), history and treaty rights

  • Develop annual work plans and special initiatives to meet all strategic planning goals and targets
  • Ensure the effectiveness of policies and guidelines by identifying policy needs, developing policy proposals/drafts and coordinating policy integration
  • Conduct or lead research studies to ensure programs and policies remain relevant and current
  • Coordinate the execution and monitoring of multiple, related projects directed toward strategic, business, or organizational objectives
  • Develop and implement information programs on emergency management, including publications, and training materials
  • Lead and/or coordinate communication activities in support of emergency management planning
  • Assist in, and advise on, the design, development, and conduct of emergency management exercises
  • As required, provide expertlevel support to provincial emergency management response within an emergency operations centre
  • Oversee the daily activities of program staff

How do I qualify?:


Research, Analytical and Project Management Skills:

  • You have knowledge of research principles and techniques, and project management techniques to plan, design/conceptualize and lead/conduct research projects/studies
  • You are able to maintain knowledge to ensure programs and policies are able to respond to current trends and issues
  • You have knowledge of risk management techniques to identify and recommend areas to focus on for the development of plans, and mitigation/prevention strategies, conduct risk assessments and respond to emergencies

Emergency Management Knowledge and Skills:


  • You have knowledge of theory, principles, policies, and practices related to emergency management (EM), including preparedness, prevention, mitigation, response, recovery, and resiliency
  • You are able to provide expertise and advice regarding program and policy development
  • You have knowledge of emergency management policies and practices related to Indigenous EM programs
