The Decriminalization Analyst (Analyst) will collect, compile, and communicate confidential de-identified record-level data as well as research information that can be used to monitor and evaluate BC's decriminalization pilot program, with a focus on independent municipal police jurisdictions, Metro Vancouver Transit Police, and the Stl'atl'imx Tribal Police.

The Analyst will ensure that the data is prepared in a consistent manner. This will involve manually reviewing, coding, cleaning, and validating the data as needed.

The Analyst will also be responsible for securely disclosing the data on a recurring basis to the Ministry of Mental Health and Addictions (MMHA) on behalf of the VPD and the BC Association of Chiefs of Police (BCACP).

Some data elements will be required monthly and others quarterly.


The work of the Analyst will help the MMHA comply with the terms and conditions associated with the section 56(1) exemption granted by the Federal Minister of Health by providing timely aggregate summaries that can be used to meet public reporting commitments and internal analysis needs, in accordance with the Information Sharing Agreement with the MMHA, RCMP, and other BCACP members.


The Analyst will also conduct research and provide strategic advice to VPD management regarding drug decriminalization and the opioid crisis.

The Analyst will report to the Director of the Planning, Research & Audit (PR&A) Section.


Essential Duties:


  • Provide confidential information to the Province of British Columbia, in accordance with the Agreement with the MMHA, RCMP, and other BCACP members.
  • Access sensitive data related to the drug decriminalization pilot program from the VPD's PRIME Data Warehouse.
  • Extract, manually review, code, clean, and validate the data as needed.
  • Compile and summarize data in an insightful manner to help senior decisionmakers make strategic decisions.
  • Conduct research and provide strategic advice regarding drug decriminalization and the opioid crisis.
  • Work closely with MMHA and RCMP counterparts on an ongoing basis to address emerging analysis questions, issues, and opportunities.
  • Other related duties and responsibilities as assigned.

Qualifications

KNOWLEDGE, SKILLS & ABILITIES:


REQUIRED:


  • Demonstrated ability to assemble and curate custom datasets that can be used to answer research questions, evaluate programs or policies, or otherwise reveal new datadriven insights.
  • Ability to investigate and solve abstract problems, analyse and interpret data, synthesize diverse and complex information and make recommendations.
  • Ability to summarize quantitative data effectively using descriptive statistics, charts, diagrams, and written explanations.
  • Ability to exercise sound judgement and present results clearly.
  • Ability to establish and maintain effective working relationships in a flexible team environment.
  • Strong analytical skills, a solid knowledge of information management systems and an excellent understanding of business processes.
  • Advanced computer skills, including expert knowledge of and extensive experience with Microsoft Excel, Microsoft Word, Microsoft PowerPoint and Microsoft Outlook.
  • Knowledge of the Police Records Information Management Environment (PRIME) system and Versadex RMS/CAD software.
  • Demonstrated ability to learn new software as required.
  • High degree of independent judgement and excellent critical thinking skills.
  • Ability to organize and prioritize tasks effectively while meeting deadlines and producing high
- quality polished work products.


PREFERRED:


  • Experience extracting operational police data from PRIME, either through i2, Versadex, or SQL.
  • Demonstrated ability to write and interpret SQL queries or use other programming languages.
  • Proficient using SPSS, R, Stata, or other statistical software packages.

EXPERIENCE:


REQUIRED:


  • Data analysis experience using Excel, SPSS, R or other statistical packages.
  • Education and relevant experience in advanced quantitative and qualitative research methodology.

PREFERRED:


  • Education and relevant experience in advanced statistical data analysis.
  • Previous experience working as an analyst, researcher, or consultant in the law enforcement or public safety sector.
