The Financial Policy and Operations unit is in the Finance and Capital Planning Division of Alberta Health and is responsible for:- Overseeing the Department's grant approval and payment processes;
- Reviewing and advising on grant agreements to ensure compliance with Department Grant Policy and Procedures;
- Providing advice on Health Grants Policy and Procedures to all the Department staff;
- Providing solutions and advice that balances business needs with compliance issues; and,
- Providing financial systems support for the Government's enterprise resource planning system (1GX) and the Department's grant management system.

Role Responsibilities:
Reporting to the Director, Financial Policy and Operations, the Business Analyst (BA) functions within the applicable Ministry and government legislation, regulations, policies/directives, and guidelines to ensure both business
- and technology-related solutions meet business goals and objectives.
The Business Analyst provides expert advice, business analysis, and project management services to support Department stakeholders throughout the grants processes, including the use of grants software such as the Grant Administration and Management System (GAMS).
The position is responsible for engaging stakeholders to identify and document business requirements, designing alternative solutions, planning resource needs, and implementing effective and efficient business processes to support business functions.
The BA plans, organizes, and coordinates the development and delivery of project deliverables from the initiation phase through to implementation.
In essence, the BA is the interface between end- users and Information Technology (IT) personnel for the purpose of maintaining and upgrading GAMS and facilitating the alignment of business processes. Responsibilities of the position focus upon identifying and defining stakeholder business needs and processes and then managing and coordinating with IT resources in implementing system changes/enhancements/upgrades to address these needs.
BA will actively participate in project planning, data reporting and analysis, problem solving and liaising with Health Information Systems and other areas to further the goals and objectives of the Branch and projects.
They will interact with internal resources in support of effective program/project initiation, technology interaction, coordination and completion, ensuring that information adheres to current legislation, policies and standards.
The Business Analyst also assists the Grants Advisor to ensure timely grants approval and payments and provides full coverage of their duties during Grants Advisor's absence.
The Business Analyst must demonstrate high agility and the ability to manage multiple tasks that will assist in handling shifting priorities.
The role requires an energetic approach in seeing tasks through to completion to ensure quality services are delivered with positive business results.
Qualifications:
University Degree in a related field (including but not limited to Business Administration, Computer Science, Accounting, Commerce or Management or other related field) supplemented with a minimum of 2 years of progressively responsible related experience or Diploma in business management/analysis plus 4 years of progressively responsible related experience is required.
Equivalences will be considered on the basis of one year of education for one year of experience or one year of experience for one year of education.
Other requirements:
- Knowledge of grant processes
- Experience developing various documents including but not limited to Briefing Notes, reports, business requirement documents, policies, procedures etc.
- Proficiency with MS Office Suite, especially Microsoft Excel
- Excellent written and verbal communication skills
Preferences will be given to those with:
- Knowledge of the Alberta Health Grant Administration Management System (GAMS) or other grant administration and management system use
