Job Summary:

To provide coordination and strategic support on a range of projects, initiatives and issues for Distribution and Collection Construction Services Managers, and to support the strategic goals and objectives of the Division.


Major Responsibilities:


  • Implements detailed plans and recommends policies and procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations. Liaises with divisional budget, accounting and administrative staff, as required.
  • Oversees, coordinates and participates in the development and implementation of section/division and corporate initiatives and assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning. Prepares reports as required.
  • Deals with highly confidential matters such as labour relations, human resources and hiring.
  • Participates in the job hiring process, contributing to the production of the practical and oral examination of staff and as a member of the interview panel, when requested.
  • Makes recommendations to Manager to support management functions and improve efficiency and effectiveness of service delivery in regards to service optimization and business process simplifications that could result in alternate service delivery and resource allocation.
  • Identifies priorities and develops appropriate responses on issues such as FOI, labour disruption plans and other sensitive issues.
  • Leads and coordinates divisional initiatives assigned by the Manager in support of the Director such as the Customer Notification project, Annual Works Plan Pilot, etc.
  • Acts as Construction Services' point of contact for customer service issues/challenges and requests for information or action and develops/coordinates responses to other sections/divisions, public and councillors.
  • Assists in the roll out of change management initiatives to support divisional transformation, including collaboration with Customer Care Centre to develop joint Customer Care Quality Management System (CCQMS).
  • Monitors changes to corporate policies and procedures and determines impact on unit's operations.
  • Organizes, coordinates, attends, administrates meetings; prepares meeting minutes and various communication material as required.
  • Prepares reports and recommendations for Manager by conducting research and analysis of all applicable materials, including tracking of analytics related to frequency and location of watermain breaks and sewermain collapses for coordination and allocation of Capital Project spending to relining problem mains.
  • Acts as a liaison between the unit and other sections/divisions across the City, with respect to divisional and operational issues in order to establish, maintain and develop linkages to other divisions, agencies and boards to ensure effective partnerships.
  • Attends meetings and makes presentations on behalf of the Manager, when requested.
  • Coordinates and supports the work of sectional, divisional and corporate initiatives as required.
  • Communicates regularly with all operating areas of the section/division to assist with issues affecting the unit, informs Manager and provides support to the Director on issues that require sectional/divisional coordination and policy rollout.
  • Researches and reports on a range of new projects and initiatives as they arise.
  • Provides direction to administrative support staff in order to successfully complete assigned tasks.

Key Qualifications:


  • Postsecondary education in Business or Public Administration or a closely related field or an equivalent combination of education and experience.
  • Experience in conducting research and analysis, developing recommendations and managing and completing projects of various terms and complexities.
  • Experience creating concise and effective reports, presentations, briefing notes and correspondence on policy, project and operational issues, often under time constraints.
  • Experience in issues management and resolving contentious issues that demonstrates superior analytical, conflict resolution, interpersonal and problem solving skills.
  • Excellent organizational and project management skills to manage multiple assignments and meet competing
