|About the role
Payments Canada owns and operates the financial market infrastructure that underpins the Canadian financial system and economy.

In carrying out its mandate, Payments Canada supports the Government's public policy objectives for the Canadian payments ecosystem of safety and soundness, efficiency and meeting the needs of users.

This role is key to Payments Canada, as the Manager you will be accountable for contributing to the development and maintenance of risk research and analysis that may impact payment systems operated by Payments Canada.

They will ensure that Payments Canada is compliant with applicable regulatory payments standards and strategic imperatives.

They provide risk advice, analytical leadership, recommendations and strategies with respect to financial market risk throughout Payments Canada and play a leading role on the Financial Market Risk team.

|What you'll do

Responsibilities of the Manager, Financial Market Risk include:

  • Supporting the rigor and credibility of the risk program and contributing to delivering a high-quality, authoritative empirical and/or theoretical research and analysis on financial market risk to support risk policy and risk management strategies in the medium to long-term;
  • Conducting analysis and monitoring changing financial market conditions of the payments ecosystem and lead the focus of the Risk team on cuttingedge initiatives related to risk mitigation and future payment system design;
  • Collaborating with industry stakeholders, the Regulator and domestic/international counterparts regarding risk issues that impact future payment system design and concepts;
  • Assisting the Chief Risk Officer as an external spokesperson on risk initiatives, actively advancing the position and brand of Payments Canada in the national and international payments community;
  • Promoting a collaborative environment by facilitating communication within the Payments Canada Risk Unit and across the organization.
|Minimum Qualifications

  • Postsecondary education in a related field (Economics, Finance, Law or other social sciences);
  • Minimum of seven (7) years of progressive experience conducting quantitative, economic, or financial market research and risk analysis;
  • Minimum of five (5) years of leadership experience;
  • Minimum of three (3) years of experience working with oversight bodies and experience working in a financial institution;
  • Experience conducting research on issues related to financial market infrastructures and risk;
  • Knowledge and understanding of the Canadian financial system, payments issues and advanced knowledge of the ACSS/Lynx systems, including operational policies, regulatory standards and financial institution interests and interconnectedness to such systems;
  • Knowledge of quantitative methods as applied to economics or finance;
  • Ability to effectively communicate multifaceted operational as well as global payment strategic issues to both internal and external stakeholders;
  • Ability to keep abreast of payments risk developments;
  • Ability to effectively engage and collaborate with all levels of the organization, with Payments Canada oversight bodies, committees, financial market infrastructures and with strategic alliances;
  • Strong overall communications skills, including writing and presentation skills geared to various audiences;
  • Moderate travel outside of the Ottawa area will be necessary;
  • Government of Canada Level II Secret Clearance or eligibility to obtain.
|Salary Range

  • Based on qualifications and experience: $112,364 and $140,455.
