The Strategic Management Office team is looking for a new Business Analyst to play a pivotal role in supporting the needs of our Service.

About the Role - How you will Contribute to the Service:
You are responsible for reviewing, analyzing and evaluating business processes, systems and user needs for planned projects. You will propose and implement technical and business process changes. Implement assigned projects ensuring they are delivered on time and on budget with assigned resources.

Key responsibilities include but are not limited to:

  • Partners with users and project stakeholders to review and analyze business processes and identify needs.
  • Obtains signoff from users on specifications and project deliverables.
  • Acts as Project Manager for assigned projects. Prepares project plans and schedules work. Assign tasks to project team members and ensures quality and completion of tasks. Tracks and reports on progress and variances. Provides support on project issues. Recommends solutions. Escalates issues as appropriate.
  • Plans budget and develops and completes procurement process and contract renewals for individual projects. Tracks budget, purchases, and vendor equipment loans. Reports on project expenses.
  • Contributes to the design and executes test plans to ensure business requirements and functional specifications are implemented properly and meet objectives.
  • Analyzes department production and makes recommendations to redesign business workflow as appropriate.

  • Demonstrated ability to work in a team environment. The ability to capitalize on opportunities and address challenges presented by the diversity of team talents. Be able to assume personal responsibility and follow up on commitments (e.g. coordinates the work of consultants or contractor on specific projects to ensure compliance with project deadlines.)
  • Excellent verbal and written communication skills including the ability to adapt content, style, tone and medium of communication to suit the target audience's language and level of understanding (i.e. business processes, needs, business cases, process/work flows, test plans, specifications, and project deliverables).
  • Is adaptable and able to think diversely and "outside the box" to try new strategies that may differ from established approaches.

Education, Certifications and Qualifications:


  • Minimum community college diploma required in computer systems, business administration or a related field.
  • Knowledge of Project Management methods and tools.
  • Business Analysis certification is considered an asset.
  • Previous experience coordinating the work of others in a nonsupervisory capacity by ensuring the quality of the work of consultants and contractors compliant with contract requirements is considered an asset.

Previous Experience, Knowledge and Skills:


  • Minimum three years' experience required in project management, business analysis or a related field.
  • Good grasp of business process reengineering, organizational change management, gap analysis, and issue management.
