The Program Manager is responsible and accountable for the coordinated management of multiple, related projects directed toward strategic business and organizational objectives.

Responsible for building credibility, establishing rapport and maintaining communication with stakeholders at multiple levels, including those external to the organization.

The Program Manager, as a senior-level practitioner on the forefront of advancing the Department's and TTC's strategic goals and objectives, manages related projects with integrated TTC and consultant project teams.

These teams are responsible for the coordination, implementation and management of multi-year, multi-discipline capital projects, programs and portfolios from inception, planning, design, procurement and production through safety certification, commissioning, and to project close-out.

Projects will include renewable energy infrastructure, innovation in transportation, new technology, sustainability and special projects to support the delivery of programs which are large scale in nature and/or highly complex.


Key Job Functions

  • Establish overall scope, schedule and budget for various projects. Prioritize projects and frameworks to meet strategic business and governance goals. Identify external risks and implement mitigation strategies and contingency plans.
  • Ensure project schedules are developed and implemented so that deliverables are provided in a timely and cost effective manner to all stakeholders.
  • Track, monitor and communicate performance against project plan, requirements, quality measures, milestones and KPIs. Review status reports from project teams and address issues with program or portfolio impacts as appropriate.
  • Ensure timely reporting of financial and performance results including schedule, safety, human resources, and other management issues to TTC and government officials. Review status reports from project teams and address relevant issues.
  • Provide leadership and guidance in recruiting, retaining and training of resources to ensure individual and team targets are achieved as well as to contribute to the ongoing success of the TTC Corporate Plan. Delegate, and guide work.
  • Create, maintain and constantly attempt to improve project development and implementation processes. Implement procedures to ensure successful execution of projects.
  • Define and manage stakeholder expectations, problem resolution, and implement engagement reviews. Work with business and functional areas to create integrated plans.
  • Acts as the TTC's representative to exercise and delegate authority in managing the work and controlling the delivery of the project in accordance with scope, budget, schedule, and quality assurance requirements.
  • Promotes a respectful work and service environment that supports diversity, inclusion, and is free from harassment and discrimination. Provides leadership in the development and implementation of inclusive and accessible policies, programs and/or services for employees and customers in accordance with TTC's commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC's policies.

Education and Experience

  • Completion of a postsecondary college diploma or university degree in a related discipline or a combination of education, training and experience deemed to be equivalent.
  • Progressive experience in the areas of general project management and engineering management of transit vehicles and/or large multidiscipline projects.
  • Project Management Professional (PMP), Program Management Professional (PgMP) certification, or a similar certification, or be eligible to achieve certification.
