Job Description:

***:***Under the general supervision of the Plant Superintendent, the Operations Supervisor is responsible for the administration and supervision of operations for the Water Pollution Control Plant and associated pumping stations


MAJOR RESPONSIBILITIES:


  • Assesses operations staffing needs, makes recommendations on complement amendments and organizational structure, participates in recruitment processes, and makes effective hiring decisions.
  • Supervises operations staff including staff development, performance management/review, coaching / mentoring, health & safety, collective agreement administration, discipline, and termination decisions.
  • Creates complex and integrated work plans and schedules to achieve operations and service objectives.
  • Responsible for ensuring compliance with the Ontario Water Resources Act, and for the development, implementation, maintenance of the quality management system (QMS) in accordance with regulatory requirements.
  • Responsible for auditing, and continual improvement of the QMS as per the quality management/quality assurance control programs in accordance with applicable legislation and regulations for the Division.
  • Utilizes operations management planning systems, historical records, and other related data to forecast labour, materials and supplies, facility space, time, tool and other resources requirements; identifies resource constraints and develops plan priority and schedule adjustments on the basis of the analysis.
  • Develops and maintains infrastructure budget; assists the Plant Superintendent in the development of the Plant operational and capital budgets.
  • Ensures safety regulations, programs, and procedures are adhered to; coordinates plant safety meetings as required.
  • Designated as Operator in Charge (OIC), participates in the oncall duties associated with the WPCP and collection systems emergency response protocol; assumes the duties of the Operator in Overall Responsibility (ORO), as required.
  • Performs such other related duties as may be assigned.

QUALIFICATIONS:


Education and Experience:


  • Degree or diploma in an engineering technology field; or an equivalent education in a field deemed appropriate by the Ministry of the Environment.
  • Must possess a Class IV certificate of competency for Wastewater Treatment and a Class III certificate of competency for Wastewater Collection as per the regulations of the _Ontario Water Resources Act O. Reg. 129/04_;
  • Proven experience in plant operations and industrial maintenance programs.
  • A minimum of five years' experience with proven administrative and supervisory skills preferably in the municipal sector.

Skills/Abilities:


  • Knowledge of and ability to interpret applicable municipal bylaws, provincial legislation and related regulations.
  • Must have proven experience in the operation of microcomputers and SCADA (Supervisory Control and Data Acquisition) systems.
  • Must have proven decision making abilities and excellent communication and report writing skills.
  • Must be capable of interpreting construction drawings and maintenance/operations manuals.
  • Must possess and maintain a valid Class "G" Ontario Drivers Licence, or equivalent.
  • Must meet the definition of a competent driver as defined by the Corporation
  • Must be competent within the meaning of the _Occupational Health and Safety Act_ as amended and be capable of issuing clearly understandable written instructions.

CONDITIONS OF EMPLOYMENT:


  • Must maintain a Class IV certificate of competency for Wastewater Treatment and a Class III certificate of competency for Wastewater Collection as per the regulations of the Ontario Water Resources Act O. Reg. 129/0
  • Must have at least five years of progressive proven fulltime operations and maintenance experience.
  • Must remain a competent driver as defined by the Corporation
  • May be required to provide a successful driver's record (uncertified)
  • Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
