    International Partnerships Specialist

    The Office of the Vice-President Research (OVPR) provides visionary leadership and strategic direction to the university's research, scholarly, and artistic works. This is achieved by creating strategic partnerships, plans, and policies that together create a supportive research environment indicative of a world-class research-intensive university.

    The International Office coordinates and administers university-wide international activities, such as identifying and supporting strategic international partnerships and managing international agreements; liaising with government offices, industry and other institutions on internationally related issues and missions; hosting visiting delegations and dignitaries; and facilitating international research and development proposals. The International Office is one of the primary stewards for the university's International Plan: .

    Primary Purpose: The International Partnerships Specialist at the University of Saskatchewan (USask) works as part of a team to coordinate all aspects of international relations. With responsibility for a regional portfolio of global partnerships focusing on Asia, Northern and Western Europe, the incumbent plays a key role in developing and maintaining stakeholder relations across a variety of sectors including industry, government, civil society and higher education institutions. The International Partnerships Specialist diligently conducts research and analysis into geopolitical risks that affect our objectives in the international relations space and is responsible for developing, finalizing and renewing international agreements and ensuring that the agreements comply with university policies, procedures and priorities.

    In addition, the International Partnerships Specialist plays an important role in organizing international delegations to and from USask, supporting international visitors, and providing advice and support for academic and administrative units across the University. The incumbent works closely with a team of International Research Specialists to promote internationalization across USask through effective engagement practices to advance USask's internationalization strategy known as the .

    Nature of Work: Reporting to the Director of the International Office, the International Partnerships Specialist plays an important role in supporting the development and coordination of effective events with identified internal (colleges, schools, institutes, centres, administrative units, faculty) and external stakeholders (examples include Trade Commissioners, Embassies, CBIE, and national/regional funding agencies such as China Scholarship Council, European Commission, and others). The International Partnerships Specialist supports the International Office team and other units on campus in providing in-depth content, research and analytics for key USask and international stakeholder initiatives by following established university policies and procedures.

    International relations work activities are complex, time sensitive, and require significant attention to detail. This highly specialised role requires a high level of interaction with multiple sectors not limited to administration, academic units, faculty members of international institutions, provincial, federal and foreign governments, and industry and community organizations.

    The work requires prioritizing and reconciling multiple priorities and competing interests, and the impact of error is significant. A highly developed awareness of and appreciation for diverse cultural norms and protocol is imperative. A knowledge and understanding of international mobility programs such as Erasmus+, Canada-ASEAN Scholarships and Educational Exchanges for Development (SEED) and others would be desirable.

    Typical Duties or Accountabilities:

  • Monitors, coordinates, and facilitates new and existing international partnerships between USask and external stakeholders as required, complimenting the activities of academic units and the International Office;
  • Assists campus stakeholders in developing, drafting, finalizing and renewing international agreements (including but not limited to General Collaboration Agreements such as Memorandum of Understanding, Training and Student Mobility Agreements, Dual Degree Agreements, and foreign government funded scholarship agreements), ensuring that agreements comply with university requirements, policies and procedures, consulting with academic and administrative units and seeking advice from USask legal counsel when needed;
  • Collaborates with various sectors (academic, government, industry, civil society) to negotiate, renew, revise or terminate agreements;
  • Consults with relevant academic and administrative units to ensure that proposed partnerships, and any resulting agreements, are supported and will add value to the academic and strategic plans of the University and the proponent units;
  • Reviews, evaluates and provides a recommendation on proposed international partnerships to the Director of the International Office and communicates university partnership decisions to prospective partners and when needed internal stakeholders;
  • Reviews existing partnerships and agreements regularly, initiates renewals and/or revisions as relevant, consulting with academic and administrative and legal counsel units as needed;
  • Provides information to campus stakeholders on the current status and activity of international partnerships as needed;
  • Develops and maintains templates and standard operating procedures/processes for the development of international agreements in consultation with relevant units;
  • Acts as curator for international agreements using the MoveOn software system and ensures the accuracy of data entered into the system;
  • Accurately records all delegations and missions in the systems and relevant database;
  • Works with communications team by providing speaking points/notes related to international engagement to support the University's senior leadership and other key stakeholders;
  • Develops briefing notes on countries, institutions, and other subject areas (including biographical information on visitors and background information on institutions) with the help of multiple software systems such as MoveOn, SciVal, uView (USask's Data Warehouse) and University Research System (UnivRS), and generate partnership reports to analyze outcomes with existing partners and identify new opportunities;
  • Coordinates and supports the organization of events with governments and partner institutions as required;
  • Tracks and reviews incoming delegation requests;
  • Organizes and coordinates activities, meetings and events with visitors and delegations based on delegation requests, accompanies incoming and outgoing delegations as required;
  • Develop and deliver oral presentations to showcase the university to internal and external audiences;
  • Take an active role in representing the university and the International Office by contributing to various institutional and/or college-specific committees;
  • Ensures appropriate protocol is followed when interacting with international delegations and expectations of delegations are met, including managing the gift protocol for international visitors and for USask missions when appropriate;
  • Provides timely follow up on potential collaborative activities identified with delegation visits; and
  • Due to the nature of IO's work environment and portfolio, working beyond regular working hours might be required.
  • Education: A university/bachelor's degree in a related field.

    Experience: Minimum 3 – 5 years of relevant experience working in an international relations administrative environment. Experience working in a professional capacity internationally will be a strong asset; experience in international travel, volunteerism, or study will also be an asset.
