Job Summary


Reporting to the Director, Portfolio Delivery, the Program Manager is responsible for providing Program leadership within NAV CANADA's Technology and Operations Organizations.

The Program Manager leads a team of project managers and is accountable for the overall successful delivery of multiple projects within one or more strategic program(s).

The role provides the necessary oversight, leadership, and guidance to a diverse set of individuals, collaborates with various internal and external stakeholders to support, and oversee the program and all projects within, from planning to closure, ensuring the program is delivered on time, within scope and within budget.

The role is key to overall program risk and issue management, capacity, and resource planning as well as compliance with policies, procedures, and regulations.

The Program Manager is responsible for executive level communications, reporting, and overall financial management.

The program manager will be leading the airspace modernization program.

In this role you will:

  • Leads the collaborative development of the overall approach for the program, its major time frames and the definition of its projects, work streams and major deliverables to address and meet the strategic goals and outcomes.
  • Works closely with project managers to ensure the correct mix of resources from all required functions are working within the program, that the needs, requirements, challenges, and dependencies are incorporated into the program plan, activities, communications, and governance.
  • Identifies and manage all risks, issues, dependencies, and opportunities across the program, maintaining close communications and working relationships across departments to ensure dependencies are met according to the agreed plan, or updating and communicating if the plan changes
  • Ensures appropriate governance functions for the program and each project within in accordance with enterprise policies, practices, and artifacts.
  • Tracks and controls delivery across the program, providing key assurance to stakeholders.
  • Provides the single, consolidated source of information for their program and provides regular status reports to the Portfolio Delivery Manager.
  • Accountable for the program level budget and contingency. Manages the budget, working closely with the finance team to track program level spend against forecast

What you bring:

  • Bachelor's Degree in Technology, Computer Science Engineering or equivalent, or a combination of equivalent experience and education
  • Project management qualification (PMP) or equivalent is considered an asset
  • Ten years of experience in project management, product management, business analysis or governance, preferably in the Air Navigation service industry
  • Five to seven years in diverse roles with increasing leadership responsibilities across major projects and programs
  • Demonstrated experience in leading diverse teams
  • Demonstrated experience of strong stakeholder management
  • Knowledge of NAV CANADA policies, processes, regulations, and systems is considered an asset.
  • Certified Project Manager or equivalent skills and experience
  • Strong business acumen with a familiarity with industry trends and innovation.
  • Strong risk management, mitigation skills with a solid financial management and budgeting skills
  • Knowledge across waterfall, agile and hybrid agile practices, recognized as an expert in delivery management and an advocate for these approaches
  • Contracting processes, including technical proposals (RFI, RFQ, RFP, etc.)
