Job Summary:


Reporting to the Supervisor, Landfill Operations, this role is responsible for providing inspection and maintenance of 11 closed landfills and the active Halton Waste Management Site (HWMS).

This includes pumps and other leachate handling equipment at four of the closed landfills and at the HWMS and maintaining in a state of good repair other landfill infrastructure at all sites to ensure MECP and other waste management policies and regulations are followed.


Duties & Responsibilities:


  • Plan, coordinate and conduct landfill infrastructure monitoring & maintenance activities for one operating landfill and 11 closed sites to ensure all infrastructure is maintained in compliance with design specifications, Regional policies, bylaws, Site ECAs and other applicable regulations to ensure the protection of public health & safety and the environment.
  • Inspect and maintain pumps and other leachate handling infrastructure and 'grey water' infrastructure, including dealing with alarms.
  • Conduct inspections of closed landfills and infrastructure on a weekly basis and ensure sites are safe & secure; collect performance data and complete written reports on findings.
  • Diagnose problems and perform minor repairs; make recommendations on other required repairs or improvements.
  • Coordinate other repairs, preventative maintenance or upgrades through the Region's maintenance staff (including creating computerized work requests) or with contractors directly to ensure issues are resolved quickly.
  • Inspect and supervise remediation and other construction projects, such as landfill cap and seep repairs, at closed landfills and, when required, at the open landfill; this may include obtaining quotes, reviewing tender documents and administering preventative maintenance contracts.
  • Monitor SCADA systems to ensure systems are operating as designed.
  • Coordinate and oversee flushing operations for all leachate collection systems.
  • Perform afterhours standby duty on a rotating basis and train others to be part of the standby team.
  • Provide excellent customer service to the public and deal with contractors and others in a professional manner.

Skills & Qualifications:


Essential

  • Secondary School Diploma.
  • Training in and indepth knowledge of pump and wastewater systems maintenance, including knowledge of pump stations and associated equipment (electrical, mechanical and instrumentation), SCADA functionality and leachate collection infrastructure.
  • General infrastructure maintenance and contract management expertise.
  • Ability to interpret design drawings to validate and provide comments on proposed work and interpret operating and maintenance (O&M) manuals to effectively check equipment and repairs.
  • Project management training and construction knowledge to assist with small to medium projects, including road construction, landfill cover upgrades and preventative maintenance programs.
  • An understanding of safety practices as mandated under the Occupational Health & Safety Act as well as a practical knowledge of relevant MECP and other regulations.
  • Computer skills and experience working with Microsoft Outlook, Word & Excel.
  • Possession of valid "G" Ontario driver's license.

Preferred:


  • Knowledge of leachate management and overall landfill operations & maintenance, such as seep repairs, drainage & grade improvements.
  • Certificate(s) in instrumentation, mechanical and/or electrical systems maintenance.
  • SWANA's MOLO (Manager of Landfill Operations) Certification.
  • A valid Ontario "DZ" or "AZ" driver's license.
  • Ability to operate heavy equipment, such as a compactor, bulldozer, frontend loader, backhoe, water truck and forklift.
