JOB SUMMARY:

COVID
19 has had a significant negative impact for the unsheltered homeless population. With the closure and/or reduction of usual services and resources, few options exist for homeless individuals to meet their basic needs with dignity. Homeless Indigenous individuals face even greater barriers and experience extreme vulnerabilities and isolation during this time.

Tsleil-Waututh Nation is partnering with the City of North Vancouver, District of North Vancouver, District of West Vancouver, Lookout Housing & Health Society and Squamish Nation to provide additional temporary services during these challenging times.

Alongside the Cultural Support Worker, the Indigenous Outreach Worker will provide client-centred, trauma-informed, culturally-safe mobile outreach to support unsheltered Indigenous homeless individuals to access services and supports on the North Shore.

The outreach team will actively seeks out individuals in the community who are homeless, assess what they need, and then provides what they need as quickly as possible - both physical supports, such as access to basic supplies and services, and a range of emotional, spiritual, social and cultural supports to further their healing journeys towards self-determination and cultural reconnection.

DUTIES AND RESPONSIBILITIES:

Visit and outreach to encampments and other areas where unsheltered homeless individuals have been known to frequent, to offer basic supplies, support and service navigation
Perform wellness checks to clients by phone and inperson to provide proactive support and emergency/crisis intervention as needed
Support individuals to connect to services and supports, ranging from housing, health, finances/employment, legal, mental health/addictions treatment, family reconnection and case planning to meet each individual's unique needs
Encourage and support clients to make healthy choices and practices through solutionsfocused brief therapy, life skills training and referrals to other supports that promote health and wellness
Provide accompaniment and advocacy support to reduce transportation and other barriers to accessing needed health and social services
Liaise with other professionals and agencies to ensure that clients are receiving coordinated, cooperative and supportive wraparound supports and services
Build relationships with local community members and businesses to reduce stigma and promote community engagement and education on supporting Indigenous unsheltered homeless individuals
Work closely with partner organizations to collaborate, identify gaps and enhance regional supports for Indigenous unsheltered homeless individuals
Ensure proper cleanliness, maintenance and operation of the outreach vehicle, including regular cleaning for interior and exterior, following proper COVID safety protocols
Maintain proper computerized recordkeeping, tracking referrals and appointments on behalf of individual clients, as well as statistical and written reports for the overall program as directed
Other related duties as required

QUALIFICATIONS:

Completion of high school with 4 or more years of relevant experience working with the Indigenous homeless or atrisk population
Training in motivational interviewing, traumainformed practice and/or solutionsfocused brief therapy an asset
Demonstrable skill and experience in outreach, client assessment, case management, individual counselling, service planning and coordination, individual and systemic advocacy, crisis intervention and conflict resolution with homeless individuals facing multiple barriers
Understand the dynamics related to working with homeless individuals who may have experienced or witnessed abuse, addiction, violence, and continue to experience the impact of residential schools, 60's scoop, and colonization
Valid BC Driver's license and First Aid/CPR Certificate
Must successfully complete a criminal record check for vulnerable populations

KNOWLEDGE, SKILLS, & ABILITIES:

Effective verbal and written communication skills and interpersonal skills, and can communicate openly, honestly, empathetically, effectively and professionally with clients, colleagues and external partner agencies
Resourceful, with knowledge of resources and community services available for homeless unsheltered clients in the North Shore, and a track record of successfully referring and connecting clients
High level of critical and creative thinking, analysis, and problemsolving
Ability to work independently and as part of a team
Selfmotivated, selfreliant and flexible
